The Singapore based Asia Regional Office (ARO) of Vital Strategies drives regional business development and partnerships and serves as a regional management hub with functions such as administration, finance, and grants. The office also provides oversight support, engaging technical experts, while managing a diverse workforce spread throughout the region. The ARO helps ensure that programs and projects are coordinated, providing a shared knowledge base, and ensuring that best practices and lessons learned are disseminated between projects across the region.

**The Position**:
The **Director, Asia Pacific, Tobacco Control **is a full-time position based in Singapore that will report to the Regional Director, Asia Pacific and the SVP, Tobacco Control and in close collaboration with Vital Strategies staff in the region, the Director, Asia Pacific, Tobacco Control shall provide overall leadership and management of the tobacco control program activities in the region.

**Duties and Responsibilities**:
**_Leadership, Strategy, Management _**
- Provide overall leadership and management to the tobacco control program in the Asia Pacific Region ensuring timely implementation and effective operations.
- Lead in the development of the tobacco control advocacy strategy for the Asia Pacific Region and serve as the lead advocate and spokesperson on tobacco control.
- Devise and implement a strategy of high-level communication for tobacco control in collaboration with key tobacco control stakeholders, including government and NGO sectors.
- Provide strategic guidance to the Ministries of Health and Ministries of Finance in the region to ensure sufficient resource allocation for public health programs related to tobacco control in coordination with the Regional Director, Asia Pacific.
- Provide strategic leadership to expand and strengthen Asia Pacific Cities Alliance for Health and Development (APCAT) through mayors’ leadership and commitments to sustain an effective implementation of tobacco control.
- Provide strategic guidance to the governments and non-government organizations in Asia Pacific on tobacco control serving as a technical advisor for tobacco control grant programs.
- Provides financial management of the tobacco control program in the Asia Pacific region, including the development and management of the annual budget.

**_Program Management & Business Development - Tobacco Control _**
- Lead the development of annual plans and budgets for the Tobacco Control programmes in the Asia Pacific Region in close collaboration with partners and donors.
- Collaborate on the development of project proposals ensuring that tobacco control donor proposals and budgets are prepared to a high standard and submitted on time, and that technical inputs are effectively coordinated.
- Make and/or coordinate presentations to donors, partners, Vital Strategies leadership and others on program development activities, proposals, and related topics.
- In collaboration with the Regional Director, Asia Pacific, SVP, Partnerships and Development and Vital Strategies Partnerships identify opportunities, develop and secure funding for new tobacco control programs in the Asia Pacific region.
- Liaise and maintain close and effective strong working relationships with tobacco control partners in the region, including ministers, mayors, governors, and directorates of public health, other ministries, NGOs.
- Oversee tobacco control field sites in the fulfilment of their duties according to programme design.
- Ensure that tobacco control projects remain within the plan and budget and prepare any amendments when necessary.
- Identify, recruit and supervise Tobacco Control staff in the Asia Pacific region according to identified needs and priorities, and in line with program growth. Provide feedback and support opportunities for professional development.
- In coordination with the Tobacco Control Department, ensure an effective allocation of human and financial resources for tobacco control projects.
- Engage independent contractors according to identified needs.
