**What the role is**
- The job holder manages MHA’s leadership development efforts by developing and implementing talent management strategies and initiatives that will help strengthen the Home Team leadership pipeline. The job holder will work with a team to implement the talent management lifecycle (i.e., talent identification, professional development, performance management, succession planning), and to review and develop progressive talent development policies.

**What you will be working on**
- Talent Identification
- Work with stakeholders in Home Team Departments (HTDs) and divisions in Ministry Headquarters to manage the selection process for public sector and in-house talent programmes, and onboarding of newly emplaced officers.
- Use of talent analytics to better inform the talent selection process.

Talent Development
- Review and implement talent development policies that address organisational needs as well as officers’ aspirations.
- Plan and implement professional development initiatives. These include milestone courses, learning opportunities (e.g., learning journeys, leadership engagements, customised workshops, mentoring), stretch assignments, 360 Degree Feedback and structured posting exercises.
- Leverage technologies (e.g. RPA) to deliver customised information to meet individual officer’s development needs.

Talent Management
- Facilitate the performance management of talent groups. This includes conducting talent conversations with MHA’s senior management on officers’ immediate and longer-term career development plans.

Talent Engagement
- Partner MHA’s senior management to proactively engage talent groups, to better support officers’ needs and provide clarity on their careers with MHA.

Succession Planning
- Facilitate the succession planning discussions for key leadership appointments across MHA. This includes developing the succession plans (in consultation with MHA’s senior management), analysing the leadership benchstrength, identifying gaps and recommend relevant strategies.
- Develop and plan customised career routes for officers in these plans.
