**Duties**:
**This position is remote work (long distance remote) and telework eligible consistent with the Agency's telework and remote work program policy. Applicants who live within the local commuting area (i.e., a 50-mile or less radius from Glebe Road, Arlington VA (not driving distance)) are ineligible for local remote work and are expected to perform work onsite and may be eligible for telework in accordance with agency policy.**
The Cybersecurity and Infrastructure Security Agency (CISA) is the Nation's risk advisor, working with partners to defend against today's threats and collaborating with industry to build more secure and resilient infrastructure for the future.
The incumbent will work in the Office of the Chief Acquisition Executive Officer (OCAE). OCAE ensures that all acquisitions, procurements, andoutsourcing efforts address information security requirements consistent with organization goals. Plans and monitors acquisitions, procurements, and outsourcing efforts to ensure information security requirements are addressed and consistent with organizational goals. Ensure that supply chain, system, network, performance, and cybersecurity requirements are included in contract language and delivered. Develop and recommend the supply chain, system, network, performance, and cybersecurity requirements included in contract language; work with the Contracting Officer or Head of Contracting Activity to ensure that those items are delivered.
As a Contract Specialist you will:
- Determine the contract methods to be used and develop unique/complex terms and conditions of the solicitations.
- Perform contract administration functions.
- Plan and carry out a variety of conventional pre-awards and post award procurement actions.
- Determine contract type and formulate procurement strategies.
- Plan and carry out a variety of extremely complex and high-dollar value contracts.
- Verify evidence of contractor's progress, negotiate modifications, issue termination notices, review contract claims and conduct contract closeouts.

- You are required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position, as well as annually.

**To be considered mínimally qualified for this position, you must demonstrate that you have the required education and experience for the respective grade level in which you are applying.**
**Basic Requirements for GS-12**:
A 4-year course of study leading to a bachelor's degree with a major in any field;
- OR
- At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
- **Specialized Experience for GS-12**:
In addition to the basic requirement above, applicants must demonstrate at least one year of specialized experience equivalent to the GS-11 grade level performing the following duties:
- Conducting oversight and audits of the contracting/procurement operations and practices ensuring conformance with laws, policies, procedures and related regulatory requirements;
- Performing contract administration functions such as verifying evidence of contractor's progress, negotiating modifications, issuing termination notices, reviewing contract claims, and conducting contract closeouts.
- Evaluate cost and price proposals.
Substitution of education in lieu of specialized experience may not be used for this grade level.
- **Basic Requirements for GS-13**:
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting
