**What the role is**
- The Accounting and Corporate Regulatory Authority (ACRA) is the regulator of business registration, financial reporting, public accountants, and corporate service providers. We are also responsible for developing the accountancy sector and setting the accounting standards for companies, charities, co-operative societies, and societies in Singapore. ACRA fosters a vibrant and trusted business environment that enables innovation and growth and contributes towards making Singapore the best place for business.
The Finance and Administration Department (FAD) is responsible for managing ACRA’s budget through prudent and sustainable financial policies, records and facilities management and procurement, to meet ACRA's business needs and organisational objectives.
**What you will be working on**
- Provide advice and consultation for interpretation of complex policies and procedures to end-users; resolve identified issues with the appropriate stakeholders
- Manage register of audit review findings/lapses and propose changes to governance policies and procedures; conduct and support audit reviews, investigations, and internal process improvements to resolve identified issues with relevant stakeholders
- Oversee tendering and evaluation processes to comply with procurement values and policies; provide guidance to business/technical users on complex specification requirements for compliance with appropriate approval process
- Analyse procurement requirements of common goods and services to assess feasibility of demand aggregation; engage with business/technical users to understand procurement needs and requirements
- Manage complex communications on contractual obligations between suppliers and end-users; escalate issues to appropriate stakeholders to resolve issues in a timely manner
- Assist in procurement operations, processes, and execution to minimise lapses and noncompliance; provide advice on appropriate methods when situation is ambiguous to comply with procurement policies and processes
- Assist in review and implementation of procurement systems, processes, and frameworks
- Perform data analytics on procurement and payment data from various sources; identify procurement trends and gain insights on our purchasing patterns for making better sourcing and evaluation decisions; identify anomalies and conduct follow-up investigations.
**What we are looking for**
- Any Professional Qualification
- At least 4 years of applied experience in public sector procurement
- Good communication, writing and IT skills.
- Innovative, resourceful and a problem-solver. Able to examine issues from various perspectives and recommend the most effective solution
- Strong interpersonal skills; able to communicate and work effectively with different people
- Self-starter who work will a strong sense of urgency; able to work well under pressure and tight timelines
- Passionate about procurement
