**STATEMENT OF REQUIREMENTS**
- **Background**

- **Task Description**

The Commercial and Industrial/JV team in the SLA requires the services of an experienced Project Advisor to provide assistance with the project management and provide high level advice and support for various projects within the West Belconnen Joint Venture (WBJV). The role will be required to provide advice on infrastructure and development related issues, as well as taking a lead role in the development of Business Cases and Cabinet submissions related to the WBJV.

The SLA is seeking the provision of a single (1) contractor to undertake the tasks described which is anticipated to require up to 3 working days each week. The allocation of work effort will be determined by the SLA Authorised Officer - Program Manager Urban and Commercial - in consultation with the provider during the work period and will be governed by the SLA’s workload requirements during the period of the contract.

An appropriate workstation and computer will be provided at no cost.

If the Tenderer is an organisation or consultancy, the Territory reserves the right to make the final decision on its choice of person nominated by the Tenderer. This may include an interview of the person nominated for the role.
- **Scope** / Deliverables**

The Project Advisor will be responsible for managing the West Belconnen Joint Venture land development project.

Primary Functions of the position may include:

- Oversight of relevant activities and projects that make up the WBJV providing regular reporting to the Minister’s Office, SLA Board, Chief Executive Officer and Executive Director on the program and development projects.
- Providing strategic advice on the delivery of key performance indicators (KPIs) and opportunities that may improve the performance of the Agency’s, Group, Program or Project objectives.
- Providing advice to the Program Manager and wider Agency, including the provision of advice on WBJV related land development and projects to the SLA Board, the Chief Executive Officer, Executives, and key government and non‑government stakeholders.
- Participating in meetings with a broad range of stakeholders, including statutory authorities and other Government agencies, private entities and community groups. This will also include attending and participating in public meetings.

The successful tenderer will report directly to the Program Manager Urban and Commercial.
- **Attributes and Skills**

The successful tenderer must possess the following attributes and skills:

- Demonstrated ability in the required accountabilities to strategically deliver complex land development projects, including to plan, organise and prioritise work to achieve financial and non-financial objectives key performance indicators.
- Demonstrated ability in identifying emerging issues and risks within projects, providing strategic direction to address the issues and mitigate risks, with a strong understanding of government, commercial, financial, legal, technical, social, and environmental drivers.
- Demonstrated high level experience and ability to evaluate the performance of projects, make sound, well informed decisions, and influence outcomes through innovative problem-solving techniques along with a detailed knowledge of project-specific contracts/agreements and delivery options.
- Demonstrated ability to negotiate and communicate at a senior level (Minister Office, Board, Executives, and Industry) with high level written and oral communication skills.
