
Deputy Director/ Head, Organisational Development

**What the role is**
- You will lead the OD Team to drive and deliver organisational development (OD) efforts to build a vibrant culture that supports innovation, collaboration and excellence, which is critical to the Home Team Science and Technology Agency (HTX) to achieve our mission as the Home Team’s Force Multiplier. Reporting to Director, Human Resource, you and your team will work closely with the Senior Management and multiple internal stakeholders to develop strategies and put in place programmes and processes that support the strengthening of desired work culture and employee engagement in the organisation. In particular, you will have to work closely with other Human Resource teams to ensure that our people policies and processes are aligned with HTX’s desired culture; as well as work with the Strategic Communications team on internal communications and engagement efforts to cascade key leadership and OD messages to Xponents (HTX staff) to support internalisation of HTX’s values. Last but not least, you will also work with Senior Management and relevant teams to design change processes for key organisational change workstreams.
**What you will be working on**
- i. Leverage on employee feedback, data analytics as a basis to diagnose issues and shape the engagement plan and continuously evaluate success of our engagement initiatives. Work with stakeholders to design and implement a range of employee activities, events and programmes to support organisation development efforts. ii. Manage and oversee HTX’s employee engagement platforms. Activities under this workstream include: Overseeing the use of Employee Engagement Surveys (every two years) and the PULSE surveys (every six months); coordinate HTX’s organisational response to the survey result; oversee the organisation of the bimonthly townhall sessions (eXpresso) as well as the regular CE engagement sessions at divisional levels. iii. Partner divisional engagement representatives (“Lego Builders”) to sense-make concerns as well as curate and implement divisional level engagement programmes Shape HTX’s desired culture and values. This includes overseeing the design and execution of appreciation and recognition platforms as well as other interventions to align HTX staff with desired culture. v. Partner Strategic Comms Division on internal communication initiatives through a structured enterprise-wide communication and engagement plan to support culture building. Take into consideration the various HR programmes and initiatives, leverage on all possible communication channels and platforms to ensure employees’ clear understanding and alignment with our organisational priorities and values. vi. Design and deliver OD and change management strategies, processes and interventions to support the implementation of major changes in the organisation.
**What we are looking for**
- Tertiary qualifications. However, it will be an advantage if you have been certified or have undergone relevant training in design thinking, OD, Organisational Psychology or related fields such as behavioural science, psychology or sociology. -8 years’ experience in driving organisational transformation, cultural alignment and change management. Working experience in a technology organisation will be an advantage. -Good analytical skills. Demonstrated ability to think independently and proactively implement effective and innovative solutions to promote new ideas and foster creative thinking. -Ability to conceptualise and advise at the organisation
- wide level on the interventions, programmes required in driving the transformation efforts -Strong communication skills with the ability to engage and influence at the employee and senior leadership levels. Enthusiastic in walking the ground to engage staff. Comfortable discussing ideas with and giving honest feedback to senior management. -Able to switch between developing overall strategy, managing vendors, guiding a small team, and intervening directly to run small-scale workshops and focus group discussions -Highly motivated, self-starter and good at working with multiple partners. Enjoys working in a dynamic and fast paced environment.
