Singapore PAS People's Association Full time

You will be part of the team in the People’s Association (PA) Communications Group that will drive the growth of communications capabilities in PA. You will assist to design and implement processes, systems and learning programmes for PA officers, grassroots leaders, and volunteers with communications-related roles. You will support the team to assess and determine the training needs of these staff and volunteers. You will be involved in curriculum building and development of resources needed to build their competencies in communications. You will coordinate between various PA divisions, industry practitioners, and training providers to deliver learning initiatives, evaluate their effectiveness and improve curriculum design to meet the intended learning outcomes.

**Support the planning and organisation of learning opportunities to enhance the communications capabilities of PA staff, GRLs and volunteers**:

- Work with staff and grassroots leaders to analyse and identify their training needs.
- Support the team to develop training roadmaps to equip staff and volunteers with core competencies required for their communications work.
- Coordinate between PA divisions, the internal training institution (NACLI) and external training providers in the design of learning programmes for staff and volunteers with communications roles.
- Organise courses/workshops, learning events, Community of Practices and other learning opportunities for staff and volunteers.
- Gather feedback on training content and methods and evaluate the effectiveness of the programmes. Provide post-learning support to learners to help them transfer new skills and knowledge to their workplace.

**Work with the team to engage relevant PA Divisions to strengthen the communications function in PA**:

- Identify staffing needs to strengthen the communications function and develop job descriptions that are aligned with PA’s outreach & engagement objectives.
- Compile and maintain an overview of the competencies, training/ experience, and current responsibilities of PA’s communications practitioners (staff and volunteers).
- Organise onboarding programmes to orientate staff and volunteers to their communications roles and responsibilities at their respective units.

**Assist in the design and development of systems and resources to enhance the operational effectiveness of the communications teams in PA units**:

- Assist the team to develop processes, competency frameworks, training roadmaps and performance assessment metrics to strengthen PA’s communications function in PA Divisions.
- Curate resources including best practices, toolkits and templates to guide comms practitioners in PA.
- Research and source for appropriate learning methodologies, e-learning courseware/platforms and partners who can enhance and accelerate the learning experience of PA staff and volunteers.

**Other duties**
- Effectively utilise and manage operating budgets required for projects.
- Understand and comply with the procurement requirements of projects.
- Prepare reports for update to management and stakeholders.
- Participate in workgroups and perform tasks as assigned.
