Overview The Programme Evaluation (PE) team in MDDI’s Data Office oversees the MDDI Family’s Programme Evaluation framework and collaborates across MDDI-Family divisions to design, plan, and conduct programme evaluation, as well as to deepen capabilities in programme evaluation. As a member of the PE team, you will partner with a diverse mix of stakeholders in varying stages of evaluation across a range of programmes in the digital, communications and information domains. You will provide guidance to programme owners in planning, designing and evaluating projects of strategic importance to the organisation. You may be directly involved in conducting evaluation deep-dives. As the central PE unit for the MDDI Family, you will also connect with other central PE units across whole-of-government and refine standards and guidelines to keep pulse with developments in programme evaluation. Responsibilities Monitor key performance indicators for MDDI and its agencies’ programmes within the scope of the MDDI-Family Programme Evaluation Framework Conduct in-depth evaluations of selected programmes (during planning and post-implementation) and identify opportunities to optimise policy implementation. This includes: Using frameworks such as Theory of Change to clarify programme goals and desired outcomes Collating and analysing relevant data to assess performance indicators and derive evaluation insights Scope and participate in programme walk-throughs and field observations with programme owners to identify process improvements Making data-informed recommendations to senior management, programme and policy owners Provide guidance and support to MDDI-HQ and agencies in designing appropriate programme evaluation approaches, including: Engaging policy and programme owners to understand programme intent and evaluation needs Reviewing and inputting to Theory of Change frameworks based on programme goals Reviewing implementation plans for proposed solutions, including setting SMART KPIs, data collection plans and evaluation plans Strengthen MDDI-Family Capability Development in Programme Evaluation by: Developing learning materials on evaluation methodologies and principles Leading internal communications of Ministry PE resources, workshops and brownbag sessions Building a network of evaluation practitioners within the MDDI family What We Are Looking For At least 5 years of experience in conducting research analysis, data analytics, or evaluation Ability to leverage data visualization tools (e.g., Tableau) and programming languages (e.g., Python) to analyse data and extract insights Strong team player with the maturity and interpersonal skills to build collaborative relationships with a wide range of stakeholders Ability to work well in a team and independently Strong critical, analytical and systems-thinking skills, with the ability to distill complex processes into simplified, logical steps Self-starter with resourcefulness and initiative; motivated to learn new skills and processes Excellent written and verbal communication skills Able to thrive in a fast-paced environment and manage concurrent projects Qualifications in Public Policy, Economics, Statistics, Data Science Please note that only shortlisted candidates would be notified.
