Engagement 2-year consultancy contract Project Type Major Road and Bridge Infrastructure Project Position Overview The Environmental Checker (EC) will act as an independent environmental advisor to the Superintending Officer (SO), providing oversight, verification, and professional judgment across all environmental aspects of the project. This position plays a critical role in ensuring that the Contractor’s works comply with all applicable environmental legislation, project-specific requirements, and internationally recognised best practices. The EC will perform inspections, audits, and reviews to safeguard environmental standards during construction and the subsequent defects liability phase. Core Responsibilities Advise the Superintending Officer throughout construction. Liaise with regulatory authorities on compliance matters and advise the SO on statutory requirements. Review the Contractor’s environmental submissions, including EIA, BIA, and EMMR. Provide expert recommendations to strengthen mitigation measures in line with international best practice. Prepare and submit an Environmental Inspection Plan within four (4) weeks of contract commencement. Conduct bi‐weekly site inspections covering all relevant work areas and adjacent zones. Perform ad‐hoc inspections in response to incidents, complaints, or ineffective mitigation measures. Submit inspection reports within 24 hours of findings requiring immediate remedial action. Propose and conduct environmental performance audits (minimum: one scheduled and one unscheduled audit per year). Evaluate implementation and effectiveness of environmental protection measures. Verify monitoring data, review corrective actions, and assess overall environmental performance. Submit detailed Environmental Performance Audit Reports with findings and improvement recommendations. Review the adequacy, methodology, and compliance of the Contractor’s EMMR. Validate accuracy of monitoring data, calibration of equipment, and placement of sensitive receivers. Recommend improvements to enhance monitoring reliability and compliance assurance. Audit implementation status of environmental protection and mitigation measures against the EIA, BIA, and contractual requirements. Review Contractor‐prepared inspection and monitoring reports for adequacy and corrective follow‐up. Maintain comprehensive records of findings, actions, and close‐out verification. Conduct immediate inspections in response to environmental incidents, complaints, or potential non‐compliance. Prepare and issue Contingency Inspection Reports documenting findings, remedial actions, and status updates to the SO and relevant stakeholders. Candidate Requirements Proven experience in environmental assessment, auditing, and compliance within large-scale infrastructure projects. Knowledge of Singaporean environmental regulations and international environmental management systems. Demonstrated ability to conduct independent audits and inspections. Strong analytical and technical reporting skills. Experience within road, bridge, or civil infrastructure projects is advantageous. Duration of Services The appointment will run for the full duration of the construction period and extend into the defects liability phase where applicable. Initial term: 2 years.
