About the Role :Reporting to the VP, Human Capital & Administration Asia Pacific, you are responsible for managing the design and development of company-wide Compensation & Benefits (C&B) strategy, ensuring integration and alignment of C&B strategies with overall company goals and objectives.This role provides subject matter expertise and strategic direction in the company's rewards philosophy. The job holder is required to oversee, manage, and design the Compensation & Benefits framework, delivering end-to-end solutions for the organization while ensuring that the robust C&B structure supports the attraction, motivation, and retention of Borouge talents.The job holder is responsible for overseeing the design and development of HC&A policies and the underpinning procedures.In order to achieve the desired level of performance, the job holder needs to possess excellent partnering and consultation skills, demonstrate the ability to think strategically, understand business plans, and relate those plans to C&B strategy development.This position is based in Singapore Key Accountabilities :C&B Partnering and In-house Consultative Services Proactively partner with HR Business Partners and Functional Leaders to provide knowledgeable and seasoned consultative services to evangelize Borouge's C&B philosophy. Provide strategic direction and in-depth technical expertise through delivering end-to-end competitive C&B solutions to support HR strategy of talent attraction, motivation, and retention. Direct the development of strategic compensation mechanisms and salary management principles to support the 'Pay-for-Performance' culture and promote such culture through delivery of comprehensive communication plans to ensure clarity and compliance company-wide. Market Research and Legal Compliance Lead analytical research, benchmarking, and peer company comparison to ensure company competitiveness in the marketplace. Monitor and assess legislative developments and government initiatives in order to devise and structure effective C&B programs/procedures to ensure compliance with all applicable regulations. Evaluate and manage third-party data providers to ensure appropriate use/assessment of relevant market data. Upstream C&B Strategy and Program Development Manage the development of C&B initiatives by evaluating current program gaps, redesigning, recommending, and implementing best-in-class C&B programs and systems that support company business objectives. Present well-formulated points of view with good data support to influence the C&B decision-making at Executive Team/HR & Remuneration Committee level. Cooperate with Abu Dhabi HR team in Job Architecture Framework design and Job Evaluation activities to support the career progression of Borouge employees. C&B Structural Review Manage the development of Asia Pacific country-specific Salary Structure in accordance with compensation guidelines and market analysis to support the compensation strategy of external competitiveness and internal equity. Develop a market competitive benefits structure in Asia Pacific countries. Lead the regular review and/or implementation of new benefits programs with the aim of optimizing cost-effectiveness. Lead the development and proposal of Annual Merit/Market Increase budgets. Oversee the Annual Merit Increase and Bonus Payout exercise. Lead the development of functional Compensation Analysis Tools to direct HRs and Functional Leaders in making sound salary decisions. Policy & Procedure Management Policy Development: Oversee the design and development of HC&A policies and underpinning procedures. Keep abreast of market talent trends, identify policy gaps, propose policy development opportunities with functional owners, and ensure HC&A policies are integrated, consistent, and harmonized to support HC&A and business strategic directions. Internal Consultation: Communicate policy/procedure changes for implementation. Provide advice on interpretation and application of Policies for operational efficiency and effectiveness. Legal Compliance: Ensure policies and procedures are compliant with appropriate local legislative requirements. About You :Bachelor's Degree in Human Resources or related field. Master's degree is highly desirable. Minimum 10 years of progressively responsible C&B experience including the design and development of regional C&B structures. Experience in managing International Mobility programs from market positioning to program design. Experience working with Compensation Committee of Executive Teams. In-depth knowledge of Asia Pacific country-specific employment law pertaining to Compensation and Benefits. Excellent technical knowledge in job evaluation methodologies utilizing multiple techniques. Knowledge of market developments, trends, and best practices related to C&B fundamentals and its application/implications in respective Asia Pacific market. Strategic and consultative, able to build relationships & credibility in influencing the Executive Team. Strong business acumen. Excellent interpersonal skills and customer service-oriented. Ability to effectively present material to all levels of audience, including Executive Team and Owners. Forward thinker with exceptional verbal and written communication skills. Leadership skills balanced with a willingness to play a 'hands-on' role with key projects. A wide degree of creativity and latitude is expected.
