What the role is: The role of the Investigation and Discipline Officer within SCDF is pivotal in spearheading SCDF Provost Unit's transformative phase, aimed at optimising our internal processes and maintaining high standards in SCDF investigation case management. This position carries the responsibility of clearing the backlog of cases, including FE and ad-hoc investigation reports. Additionally, the Investigation and Discipline Officer will oversee the administration of disciplinary matters and ensure the fair and impartial conduct of summary trials in accordance with the SCDF Disciplinary Instruction Manual. To enhance SCDF's investigation management, the Investigation and Discipline Officer would also review and establish well-structured procedures for handling service offences involving both SCDF Regular and National Service personnel. The Investigation and Discipline Officer will play a vital role in fostering a culture of transparency, accountability, and compliance within SCDF, making them instrumental in upholding the organisation's highest standards of discipline. What you will be working on: To gather facts of case of investigation cases via interviews (from both accused and witnesses) and review available supporting documents To make recommendations to Senior Management on the appropriate disciplinary actions to be taken against regular officers with disciplinary cases To liaise with MHA HRD to have formal disciplinary actions to taken against SCDF regular officer for more severe offences To interview deserters upon being brought to SCDF Provost Unit after being arrested by Police or having surrendered To seek Public Prosecutor's consent for deserters to be charge in court for their AWOL or deserter offence To liaise with unit for deserter to report for their court charges To vet Online Summary Trial System (OSTS) charge reports submitted by all units during pre and post trial To ensure disciplinary records to updated to HRPS discipline module accordingly To generate comprehensive and accurate monthly reports and statistics on disciplinary cases in SCDF To assist in the screening of SCDF regulars for disciplinary cases and provide investigation case details when required. What we are looking for: Knowledge and skills Proficient in Civil Defence Act, CD Regulations, DIM & IM2L. Good understanding of SCDF Department's Directive. Experience Personnel having experience in HR department. Attributes High integrity and ethnics. Strong listening skills. Effective in problem analysis and decision making – identifying problems, recognising symptoms, root causes and alternative solutions, making timely and sound decisions. Good communication and interpersonal skills, including the ability to speak or present effectively, and write clearly and effectively. Good interpersonal skills, including the ability to develop and maintain cooperative working relationships with co-workers, inter-agency colleagues. Good listening and counselling skills. Ability to work effectively under pressure, and respond appropriately and competently to challenges. About MHA - Singapore Civil Defence Force (SCDF)The Singapore Civil Defence Force (SCDF) is a uniformed organisation under the purview of the Ministry of Home Affairs. The main role of SCDF is to provide fire-fighting, rescue and emergency ambulance services; mitigating hazardous materials incidents, as well as formulate, implement and enforce regulations on fire safety and civil defence shelter matters. In 1982, the National Civil Defence Plan was launched which spearheaded the emergency preparedness for the nation. With the enactment of the Civil Defence Act in 1986, the SCDF was established as an independent organisation under the Ministry of Home Affairs (MHA). In the same year, the Hotel New World collapse paved the way for joint operations between the SCDF and Singapore Fire Service (SFS). Due to the similarity in roles and functions, the SCDF and SFS were formally integrated on 15 April 1989. Over the years, the SCDF has improved its life saving operations through innovations and programmes to enhance her fire-fighting, rescue capabilities and public education plans. The Light Fire Attack Vehicle (The Red Rhino) and Tracked Fire-Fighting Vehicle are some of the customised solutions which the force has developed to increase its operational capabilities. The SCDF also actively engages the local community through its wide-ranging public educational programmes and community-based activities to enhance the resilience and emergency preparedness of the civilian population. Today, the Force is recognised by the population as a professional body of well-trained officers and men geared to respond to all types of life-threatening emergencies round-the-clock.
