Overview
The role focuses on establishing and managing the BCM program, including Business Continuity and Disaster Recovery, with emphasis on third-party and outsourcing arrangements, to ensure timely resumption of critical services and minimize disruption to business operations, financial loss or reputational damage.
Responsibilities
Establish and implement robust and comprehensive BCM program for Business Continuity and Disaster Recovery including third-party and outsourcing providers / vendors to ensure resumption of critical business services and functions in a timely manner to mitigate disruption to business operations, financial loss or reputational damage.
Act as subject matter expert on BCM to review and provide insightful advice and objective assessment to BUs/BEs on the evaluation of Business Impact Analysis and identifying critical services/functions and their maximum tolerable downtime; develop recovery strategy and prioritisation during a disruption.
Develop, lead and oversee the execution of BCM program for the BUs/BEs, including Business Impact Analysis process, recovery strategy, and enterprise-wide BCP addressing disaster recovery, business recovery and emergency response management for businesses, critical systems/services and third-party arrangements.
Oversee detection, response, resolution and reporting of incidents affecting business operations or systems to minimize disruptions and impact.
Drive continuous improvement initiatives to enhance business, operational and technology resilience in incident management and disruptions, including third-party arrangements.
Collaborate with IT stakeholders and other NFRM specialists to establish coherent business and operational resilience strategies, roadmaps and BCP to strengthen technology risk resilience and ensure continuity of operations during technology-related incidents.
Provide strategic advisory to risk committees and other governance forums on change process management or projects addressing crisis management / BCM matters.
Lead recovery strategy discussions with Crisis Management Committee members during disruptions or crises.
Promote a strong culture of business continuity management among BUs/BEs to embed risk consciousness in operations.
Report and escalate to Senior Management / risk committees on disruptions and mitigation activities or other high/critical issues needing attention.
Requirements
Bachelor's degree in Economics, Finance, Accounting or numerate studies
Professional or post-graduate qualifications (e.g., chartered accountant, MBA) advantageous
At least 15 years of operational risk management experience with crisis management / business continuity management, quality assurance or related risk control functions in banking
Strong knowledge of operational risk frameworks and industry best practices; familiarity with ISO 31000, ISO 22301, MAS BCM Guidelines, etc.
Strategic and pragmatic thinker with ability to deliver solutions independently
Agile mindset and ability to drive change and innovation in risk management
Excellent communication and collaboration skills across departments
Leadership qualities to mentor teams and foster professional growth
Strong analytical, problem-solving and judgment skills
