Overview What the role is: The goal of Family Life Group (FLG) is to nurture a family-friendly society by strengthening family resilience through all stages of life, and to support families overcome early risks and challenges to family relationships. The Family Support Division (FSP) focuses on providing a continuum of support for mainstream and early-risk families in the areas of marriage, divorce and family counselling support. Reporting to the Director, you will lead and oversee the strategic development of marriage support, family counselling and divorce support services landscape in Singapore, drive service excellence through data-driven planning, technological innovation, and programme evaluation to ensure effective and efficient delivery of state-funded family support services. Responsibilities What you will be working on: Guide team in developing critical planning parameters and operational indicators for Establish robust data collection processes and demand forecasting methodologies Lead service gap analysis and resource allocation planning Implement capacity optimisation initiatives including centralised appointment systems Develop frameworks for identifying technological transformation opportunities Guide teams in planning and implementing digital transformation projects Oversee integration of new technologies into existing service frameworks Foster client-centric culture within the division Develop team capabilities in design thinking and UX/UI principles Oversee comprehensive service journey assessments Lead stakeholder engagement for service improvement initiatives Qualifications What we are looking for: Minimum 12 years of public service experience At least 8 years in supervisory roles Experience in service planning and optimisation Strong analytical and problem-solving capabilities Excellence in strategic thinking and complex decision-making Demonstrated ability to lead and develop teams Strong stakeholder management skills Commitment to innovation and continuous improvement About Ministry Of Social And Family Development “We are Professionals with Passion for People” The Ministry of Social and Family Development (MSF) develops the “heartware” for Singapore through our policies, community infrastructure, programmes and services.
