The Home Team Science and Technology Agency (HTX) is a statutory board under the Ministry of Home Affairs (MHA) which aims to pioneer innovation solutions and develop world class science and technology capabilities to transform and empower the Home Team in delivering safety and security for Singapore.
The Senior Principal Engineer (xData) plays a pivotal role in shaping the data-driven transformation of HTX and the Home Teams. By partnering with xData Deputy Directors, the SPE spearheads innovative planning, solutioning, and design for advanced enterprise data capabilities.
Responsibilities
Design and delivery of Enterprise Data Platform, Enterprise Data Exchanges and Sense-making platform, that includes datalake, data lakehouse and video lake.
Solution lead for Data platforms that support HTDs’ Data Transformation projects.
Develop the Enterprise Data Architecture and work with SAO to implement the policies for MHA-wide compliance.
Accelerate data democratization, maturity, and literacy at scale by crafting a long-term roadmap for MHA’s Data Strategy and Home Teams’ Digital Transformation
Support the teams to implement projects based on approved project plans that meet all identified operational needs, project risks, budget, schedule and quality.
Formulation and execution of stakeholder management plan to ensure strong support from stakeholders
Facilitate the formulation of security requirements, design, implementation and integration of security solution for the identified project.
Support Director xData to strategise and drive the Data Transformation plan for the Home Team Departments, comprising community engagement and digital competency development. E.g. digitalisation such as tools eco system up-keeping (whitelisting) and community skills building. Annual refresh of tools list and persona engagement.
Lead in technology trials to push the Data Science frontier in both AI/ML models and Data.
Lead in development of Data Engineering and Architecting capabilities as a Chapter Lead in HTX
Conduct workshops to mentor and nurture PEs and other more junior staff in the domain of Data Engineering and Architecting
Ensure alignment with organizational goals and helps establish best practices
Job Requirements
Tertiary qualifications in Engineering/ Computer Science/ Information Technology or relevant disciplines.
At least 10 years of relevant working experience including a minimum of 5 years in ICT domain and technical leadership role
Strong interest in infocomm technologies and innovation, particularly in cloud, networking, video, data science and analytics field, software systems, systems engineering, systems integration and in enterprise deployment scale.
Strong planning and project management skills. PMP or equivalent certification would be an advantage.
Able to work independently and as a team
Facilitation skills, planning skills, problem-solving skills, organising capabilities and foresight to drive projects.
Good interpersonal and communications skills for internal/external stakeholder engagement.
Experience in building government systems that meet IM8 policies would be an advantage.
Technical Skills
Able to design and implement a data system solution.
Has professional experience with Hadoop ecosystem would be an advantage.
Has experience in building solutions on any cloud provider e.g. AWS, Azure, GCP.
Strong knowledge in networking and system security.
Possess strong knowledge in:
ETL/ELT frameworks and tools (Airflow, Talend, Informatica, dbt, etc.)
Hands-on experience with SQL, Python and distributed systems.
Has experience with integration of AI/ML tools (e.g. AWS Sagemaker, Azure ML, Google VertexAI, Dataiku) and data services would be an advantage.
All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
