Senior Associate/Assistant Manager, IT Portfolio (Finance & Strategy)–Changi Airport Group We are looking for a pro‐active and highly driven individual to take on the role of IT Portfolio Senior Associate within the Changi Airport Group. You will manage enterprise‐wide IT expenses, ensure alignment with organisational goals, conduct spend analyses and recommend ways to optimise spending. You will also assist in monitoring IT procurement activities for policy compliance and work with stakeholders to formulate appropriate sourcing strategies. The role requires strong interpersonal and communication skills, business acumen, a team spirit, and a keen eye for detail. The ideal candidate enjoys enabling others and solving complex problems in a dynamic environment. Responsibilities Finance Support the IT Portfolio manager in tracking and monitoring enterprise‐wide IT expenses. Prepare initial reviews of divisional budget submissions, forecasts, and utilisation reports. Coordinate and consolidate input for the annual budgeting exercise. Provide support for ad hoc budget requests and coordinate approvals. Conduct preliminary IT spend analyses and assist the manager in preparing recommendations to improve forecast accuracy. Facilitate training sessions for project managers on budgeting systems. Coordinate and administer budget review sessions with IT teams. Procurement Support IT project managers in identifying appropriate procurement and sourcing strategies. Monitor procurement activities for potential risks and raise them for mitigation. Review IT procurement documents for compliance with policies. Assist the IT Procurement Officer as a liaison between IT project managers and the Finance Procurement team. Projects Assist in implementing process improvements for procurement and budgeting workflows. Prepare and distribute regular reports on divisional IT expenses, procurement activities, and project progress. Requirements Degree in Accountancy or an equivalent professional qualification. Minimum 2 years of relevant experience in procurement and some experience in compliance and governance. Good analytical and problem‐solving skills with knowledge of financial reporting and accounting. Strong interpersonal and communication skills. Meticulous, detail‐oriented and hands‐on. Enjoys working in a fast‐paced environment. Ability to manage multiple priorities and work under tight timelines. Knowledge of ERP would be a plus.
