Overview

Deputy Commissioning Manager role at MODEC Offshore Production Systems (Singapore) / Offshore Frontier Solutions. Based at Metropolis, Buona Vista, Singapore.

Responsibilities

  • Commissioning scope planning - during commissioning preparation phase, attend supplier Kick Off meetings to roll out package related commissioning requirements, review of supplier documents, review ITR assignment and provide inputs for commissioning schedule. Issuance of procedures, specifications and assist Commissioning Manager in the preparation of commissioning plan.
  • Schedule management - Expedite B-ITRs completion as per commissioning plan and priorities; expedite commissioning testing following execution schedule.
  • Documents and status verification/reporting - tracking and status reporting of all punch lists during pre- commissioning, B-ITRs, pre-commissioning certification, commissioning and commissioning certification; System Completion Dossier (SCD) compilation with the help of MC Assistants; oversee archiving of completed certification and commissioning documents in the document management system.
  • Commissioning coordination - Manage a team of commissioning leads and commissioning engineers for the successful execution of commissioning activities as per schedule; coordinate with construction team, MC coordinator, lead commissioning engineers, commissioning engineers and external vendors, and where necessary with key technicians.
  • Commissioning execution - Overall responsible for all pre-commissioning and commissioning activities following the commissioning strategy set by the Commissioning Manager; oversee B-ITRs and commissioning testing to ensure completion is carried out fairly and correctly per procedures, project requirements, safety and quality standards; day-to-day B-ITR completion status expediting and readiness for next phase activities; manage safe system of work and PTW, HSEQ and Code of Conduct compliance.
  • Compliance - Complies with MODEC HSEQ Code of Conduct and Policies to protect people and the environment; duty of care to ensure health and safety of personnel.

Qualifications

  • Bachelor's Degree or Technical college certificate.
  • Track record of commissioning at least 3 FPSO projects with marine and topside modules; minimum 10 years of experience in EPC of onshore/offshore oil and gas or FPSO projects.
  • Technical Competencies: Intermediate AutoCAD; proficiency in MS Office; knowledge of commissioning management, project management, commissioning methodology principles, quality assurance and HSSE requirements; strong working knowledge of contractual documentation and ability to ensure planning/execution complies with contractual requirements; ability to identify elements likely to give rise to disputes and provide inputs to mitigate.
