What the role is:
The Corporate Services (CS) cluster provides key support services for PSD, including Finance, Procurement, Registry and Officer Administration. CS manages PSD’s budget to ensure financial accountability, fiscal sustainability and the effective & efficient use of public resources. It also oversees the implementation of procurement strategy and policies within the organisation, ensuring adherence to key principles governing procurement. In the area of Knowledge Management, CS formulates internal policies and best practices to ensure the retention of knowledge and records across PSD, while also ensuring that officers enjoy a conducive, productive and safe office environment.
What you will be working on:
The Corporate Services (CS) cluster has 4 main functions: (i) Finance manages PSD’s annual budget and makes recommendations on allocation of financial resources; (ii) Knowledge Management oversees the registry and documentation of past thinking and aids in decision-making for new ideas and future policies; (iii) Procurement provides advice on procurement matters and reviews procurement submissions for compliance; and (iv) Admin oversees the day-to-day operations in PSD. As a procurement officer, your key responsibilities include managing and providing procurement advice for the end-to-end procurement value chain and maintaining oversight of procurement framework and processes for the organisation. Your responsibilities will include the following:
Develop policy for internal approving limits and establish effective delegation of authority for increased business responsiveness;
Develop strategic procurement plans in partnership with business units and formulate procurement approaches and strategies appropriate for the purchases;
Propose recommendations for improvements required in governance processes and system improvements to enable procurement data analytics and identify/resolve issues with the respective stakeholders for clear enforcement of policies and procedures;
Develop sustainable procurement framework and analyse impact of findings/lapses and propose changes to governance policies and procedures in order to maintain efficiency of procurement delivery;
Perform risk analysis for planning of complex purchasing requirements to identify/anticipate potential issues;
Develop organisational capability and awareness in procurement.

(Thinking Clearly and Making Sound Judgement) Ability to collect and analyse different sources of information to aid your assessment of the problem at hand, including the ability to consider and evaluate possible solutions and propose the most appropriate one.
(Procurement Strategy & Policy) Ability to determine procurement strategy and policies for the organisation, ensuring alignment to overall organisational strategy and compliance requirements.
(Procurement Operations) Ability to handle daily procurement transactions, including contract design and management.
Personal Traits
Meticulous with an eye for details and able to handle work in an organised manner;
Self-starter who is both a team player and an independent worker who can work well under pressure;
Able to manage and resolve issues involving multiple parties and stakeholders;
Embrace design thinking, data analytics and leverage digital technology to streamline work processes.
Work Experience Required
Prior working experience in Government Procurement is preferred.
Applicants will typically be notified on whether they are shortlisted or not within 4 weeks of the closing date of the job posting. Successful candidates will be offered a 2-year contract in the first instance.
