Yong-en Care Centre provides integrated person-centered community care and social services to meet the different needs of underprivileged individuals and families, and the needs of the elderly, as well as their caregivers, as the seniors age in place. We are seeking a dynamic Chief Operating Officer (COO) to lead and partner the Executive Director (ED) in driving operation excellence and aligning our services with the organization’s vision, fostering a culture that reflects our values and delivering on our commitment to the community. The COO will be responsible for the effectiveness and efficiency of Yong-en Care Centre’s operations and services, ensuring measurable impact across its programmes and services. Job Responsibilities Develop and translate strategic plans into clear operational plans that promote service excellence in Elderly Services and Family Support Services, aligning with the organization's values and societal impact. Implement best practices, systems, and processes to ensure compliance with healthcare and social services regulatory standards and to enhance client services. Collaborate with the Finance team to manage budgets and cost control in line with departmental work plans. Establish professional networks with external agencies and community partners to foster collaboration on social services and community development initiatives. Partner with the leadership team to develop and implement operational infrastructure, policies, processes, and programmes for staff and volunteer development. Manage the performances of the Elderly Services and Family Support Services teams, offering coaching and feedback, and make changes to improve performance. Promote innovation and collaboration among internal stakeholders to create a culture of high standards and professionalism. Job Requirements Bachelor or postgraduate qualifications in healthcare-related specialisations, occupational therapy, psychology or social work At least 8 years of relevant managerial experience in the healthcare or social service sector with responsibilities to deliver results that are specific and measurable Proven experience in strategic planning and programme management; experience in organisational transformation/ change management will be added advantage Excellent written, oral, communication and problem-solving skills Knowledge of IT systems, cybersecurity, PDPA requirements and finance.
