Job Category: Foreign, Commonwealth and Development Office (Operations and Corporate Services) Job Subcategory: FMCU (Facilities Management Client Unit) Main purpose of job : The Head of Operations Asia Pacific role is a locally engaged position that will be based in Singapore. The Head of Operations Asia Pacific is a senior operational role within OED and will be responsible and accountable for the performance and delivery of the outsourced Total Facilities Management (TFM) services contract delivered to the FCDO, One HMG Partners and Partners Across Government (PAGs) properties in the outsourced Asia Pacific region. The Head of Operations Asia Pacific will report to the Head of Overseas Operations and FM to support the operational delivery in the platform. The incumbent will work very closely with the OED Head of Compliance to ensure standards are achieved in region and the Head of Commercial and Finance Overseas Team to ensure budgets are accounted for, expended in the correct way and that full budget governance and management is maintained. The Head of Operations will be accountable for financial expenditure within the delegated authority and regularly report on and manage actual expenditure profiles against budget profiles. This role will be responsible for optimising the efficiency and effectiveness of the service provided to ensure financial, health and safety, and operational and contractual requirements and obligations are met and where possible exceeded. The post holder will ensure continuous performance improvement is achieved as agreed with the supply chain, and actively managing and building on the customer / service provider relationship. As the senior operational OED representative and operational intelligent client function in the region the post holder will be the senior interface between the Office / Posts and the Total FM Service Provider for the region and act as regional senior point of escalation within the authority delegated from Head of Overseas Operations and FM. The role holder is expected to be customer focused and will be responsible for the development and maintenance of strong positive customer and stakeholder relationships. The role will include heading and overseeing and providing leadership and direct line management of the 4 Regional Facilities Managers and acting as the ‘Authority Representative’ within the confines of the outsourced TFM contract. The FM Asia Pacific region includes Singapore and the following Posts: Canberra, Brisbane, Melbourne, Perth, Sydney, Beijing, Shanghai, Guangzhou, Chongqing, Wuhan, Hong Kong, Jakarta, Tokyo, Osaka, Kuala Lumpur, Auckland, Wellington, Manila, Seoul, Taipei, Bangkok, Hanoi, Ho Chi Minh City. The role will also support the sustainability team on overseeing the FCDO’s sustainability performance in the Asia Pacific region and lead on the delivery of the FCDO’s sustainability targets and environmental regulatory responsibilities. Act as a member of the senior management team within OED and participate in senior activities as directed by the Head of Overseas Operations and FM. Specifically in regard to FCDO estate compliance with H & S and property guidance policy, ensure the estate meets the minimum standard by judicious management of the supply chain and specialist contracts when engaged. The current generation 2 outsourced TFM contract is due to expire on the 31st March 2028. Initial planning related to the procurement of the generation 3 contract is underway. The incumbent will form part of the re-procurement team and will act as the senior Operational subject matter expert and leader to ensure there is a smooth, timely and efficient transition from the existing Generation 2 outsourced TFM contract to the Generation 3 outsourced TFM contract. The Head of Operations will act as the operational intelligent client agent for the re-procurement / transition between contracts and senior operational advisor to the OED procurement team as required. Roles and Responsibilities: OPERATIONAL CONTRACT MANAGEMENT (30%) Monitor and report on operational delivery by contractors and suppliers across all outsourced Generation 2 Total FM services and FM project delivery within the Asia Pacific Region to ensure contract conditions and obligations are being discharged and there is no reduction in service delivery as the generation 2 contract ends in March 2028. Act as the senior operational lead to ensure the procurement of Generation 3 contract is compliant, suitable for the service provision in the region and minimises disruption to stakeholders. Post Generation 3 transition, ensure that the new contract achieves and maintains steady state operational conditions and reporting / monitoring / performance procedures and processes are robust, manageable and transparent. Oversee the regular planned and ad-hoc works audit programme (inc. Post Assurance Visits) to ensure that work and services are undertaken in line with the specified service level, standards and price and is fully compliant with all statutory and other obligations. Lead the development of the 5 year FM Forward Maintenance Register and the delivery of the annual Global Maintenance Programme (GMP) of works for the outsourced Asia Pacific region. Supporting and developing the Regional Contract Management (RCM) team on initiatives to satisfy contractual deliverables, including risk identification, performance, cost efficiencies and safety management. PERFORMANCE MANAGEMENT (20%) Manage, monitor and maintain appropriate FM service performance information for the Asia Pacific region. Analyse information to identify improvement opportunities and to address performance issues and trends, including consistency and conformance with standards and procedures. Analyse the supply chain reporting and monitoring regimes / statistics and reports to ensure consistent, coherent, and accurate activity tracking and reporting in maintained. Meticulous at tracking delivery of contractual obligations, particularly on compliance to standards. This should be from the outset, regularly reviewing and proactively managing within the remit of the contract. Manage contract such that reporting requirements are in accordance with contractual obligations. Ensure that the operational risk register for the contract is regularly reviewed and updated. STAKEHOLDER MANAGEMENT (20%) Develop and maintain productive and mutually beneficial relationships with FCDO, One HMG and PAG colleagues at Posts and relevant Directorates & Departments, and representatives of the FM service provider. Ensure that the requirements and needs of all stakeholders are mapped, identified, communicated and acted upon as appropriate giving due regard to correct processes and protocols. Ensure that all customer / client expectations are properly managed. Act as the OED senior intelligent client function and advisory function across the operational estate. Advocate of the contract on behalf of the FCDO OED. Awareness of the broader perspective, the OED Overseas Maintenance Strategy and an ability to see and develop relationships in that context and that risks are managed coherently. Managing expectations of the end users that are often not aware of the commercial arrangements between contracting parties. Professional approach and delivery at all times for maintaining the confidence of the end user. RESOURCE MANAGEMENT (15%) Lead on the development, maintenance and monitoring of FM budgets for the referred Asia Pacific region. Drive best quality / value / VFM within available funds. Ensure actual spend matches projected spend, analyse variations. Provide monthly budget forecasts. Advise and take action on any necessary remedial measures. Act as a senior advisor for OED RCMs and commercial / finance team as agreed. Work within the delegated financial authority and where necessary advise on and seek authority to operate outside the delegated authority on a case by case basis. STAFF MANAGEMENT (15%) Undertake and oversee day to day management of the Asia Pacific Regional Contract Management (RCM) team. Develop, motivate and lead the team to ensure that roles are clearly defined and incumbents receive appropriate training and support, and also performance feedback and development. Ensure the staff are located in the region that provides maximum support, visibility, communications, and assistance to public sector stakeholders and a close interface with the supply chain. Set work standards and continuous improvement aspiration. Resources managed (staff and expenditure): Management of 4 Regional Facilities Managers, approval of travel and expenses for staff in line with FCDO policy and approval of maintenance works up to delegated authority and priority. FM Budget circa £30 m pa. Essential qualifications, skills and experience Holder of recognised industry qualification and / or membership of FM professional body or related building industry professional qualification (engineering, project management …) or working toward these. Minimum 4-8 years of experience in similar roles in the fields of operations and facilities management. Desirable qualifications, skills and experience IOSH and / or NEBOSH training. University Degree in architecture, engineering, law, business or similar. Have a strong knowledge of how the FCDO operates and how it interfaces with other government parties and bodies. Have a working knowledge of Government Commercial Function Contract Management Professional Standards and Government Functional Standards and in particular Govs 005. A strong technical, and facilities management knowledge with associated experience. Strong Health & Safety legislation knowledge, with experience of interpreting and applying H+S standards and legislation internationally across a wide and diverse property portfolio. Detailed understanding of the application of property standards and safe working practices across a global platform. Excellent Communication and Presentation skills coupled with strong customer engagement abilities. Strong Leadership, Management and mentoring skills.
