Description M&E Resident Technical Officer (RTO) Jurong WestStarting December 2025. Working days: Monday to Friday 8:30 am to 6 pm. Contract period: 15 months with option to extend. Responsibilities Review all project drawings (including working drawings, shop drawings, authority submission drawings and as‑built drawings) and specifications, including architectural works; identify discrepancies and potential problems before ACMV, plumbing & sanitary, electrical, fire protection system and architectural work commences on site, and throughout the project. Submit weekly RTO reports covering completed M&E works, highlighting progress and quality issues. Attend site meetings and site walks with owners and consultants. Administer and conduct periodic inspections of safety measures in coordination with the contractor’s site safety supervisor or contractor representative to ensure compliance with safety requirements. Inspect on‑site quality of works, materials and samples; take remediation actions for non‑compliance and report non‑conforming materials to the super‑intending officer / consultant / qualified person. Ensure contractors comply with codes of practice, authority and government agency requirements. Observe and enforce site safety; submit all required reports as directed; ensure work is carried out safely and properly. Supervise all M&E, structural and architectural works as required under the project and mandated under the Building Control Act & Regulations. Monitor work progress and certify contractor monthly progress claims according to actual work done on site. Requirements Diploma / NCCS holder or higher in M&E discipline. Experience reviewing architectural works. Minimum 5 years of experience as M&E RTO on local educational institution or commercial projects. Experience with ACMV, plumbing & sanitary, electrical, fire alarm system, and architectural projects. Good communication skills. Required accreditation of M&E RTO Certificate by IES. Experience supervising work in secured areas and office renovation works involving split/VRF air conditioning systems, lighting, switch‑socket outlets, data points, fire protection system, plumbing and sanitary works is advantageous.
