You will be part of a dynamic team leading in the development and management of the organisation's business strategies to contribute to the stewardship and development of the Social Service sector, including future planning and action. Be the catalyst that transforms challenges into opportunities, turning visionary ideas into tangible social impactWhat you will be working on: Develop, plan and implement the organisation's business strategy. Conduct research, analysis of internal and external landscape, to develop the short to mid-term strategies, that would be in line with larger systemic shifts and WOG policy directions; Design and develop strategy implementation plans, to engage and co-opt stakeholders to align with organisation's strategies, and develop goals, action plans for implementations; and Design and plan the annual work plan and mid-term strategy reviews, to provide recommendations to guide NCSS forward. Develop, plan and implement the sector's forward strategy. Conduct research, analysis of external landscape, macro trends, international/regional developments, to identify competitive landscape, emerging opportunities that would impact the sector moving forward; Design and develop the short to mid-term sector strategies, to guide the sector forward, with a common set of objectives to improve the quality of life of service users; and Design and develop the sector strategy plans, to inform and support internal teams, and external stakeholders to plan future directed actions. Conduct strategic foresight research and analysis, to ensure that NCSS and the sector will be well-positioned to meet future challenges. Harness existing information sources and review international scans to identify best practices and global developments in similar industries/sectors that can be adapted to Singapore's context; Identify global and local emerging trends that impact the social service landscape and assess/analyse the implications of these trends; Propose recommendations and considerations for implementation, contextualised to the Singapore social service landscape; and Facilitate engagements with stakeholders to translate foresight analyses into strategies for implementation, considering the current reality and readiness of the organisation and sector. Conduct policy and legal reviews. Conduct thorough reviews of existing and proposed policies, regulations, and legislation; Analyse legal implications and identify potential risks and compliance issues; Provide recommendations for policy enhancements and legal compliance; Draft and review regulatory instruments such as legislations and subsidiary legislations under the purview of NCSS, legal documents, contracts, and policies to ensure they align with applicable laws and regulations; Collaborate with cross-functional teams to ensure alignment with organisational objectives; Stay updated on relevant legal developments and regulatory changes; and Prepare clear and concise reports and presentations on legal and policy matters. Any other duties as assigned from time to time by the management. What we are looking for: Personal Competencies: Highly motivated and adaptable Able to work independently, as well as collaboratively in a team Methodical, organised and proactive Innovative and resourceful, possess a strong drive to solve problems Skills & Knowledge: Strategic and corporate planning skills Proven experience in legal research, policy analysis, or regulatory compliance Strong project and time management skills Strong analytical, strategic, and conceptual thinking skills Possess strong communication (written and verbal) and presentation skills to engage, negotiate and mobilise internal and external stakeholders of different seniority Experience: At least five years' experience in strategic planning or foresight positions.
