Overview Director, Digitalisation & Data Development Office at Sun Ray Scheme. The position is a strategic technology leader responsible for driving digital transformation, data intelligence, and operational innovation in alignment with the agency’s vision & mission. The director will lead efforts across IT infrastructure, enterprise systems (including NetSuite and SAP), data analytics, artificial intelligence, and automation. This role ensures the effective and ethical use of technology to improve organisational effectiveness and deliver better outcomes for clients, caregivers, volunteers, donors and staff. Responsibilities Strategic Technology Leadership Develop and implement a future-forward technology roadmap aligned with the agency's strategic goals and social impact objectives. Advise the CEO and Board on emerging technologies, risks, and digital opportunities to improve service delivery and operational efficiency. Lead digital transformation initiatives including system integration, cloud computing, mobile platforms, and tech-enabled client services. Enterprise Systems & Applications Oversee the implementation, optimisation, and integration of enterprise resource planning (ERP) systems, including NetSuite and/or SAP. Ensure enterprise systems support internal processes, compliance, reporting, and service delivery. Collaborate with finance, HR, and service teams to ensure system usability and alignment with strategic goals and operational needs. Data, AI & Automation Champion a robust data strategy including data governance, architecture, quality, and accessibility across departments. Lead the development and adoption of advanced data analytics and data development practices. Drive the use of Generative AI to enhance knowledge management, client communication, and productivity. Implement Robotic Process Automation (RPA) to streamline repetitive processes such as reporting, compliance tracking, and client administration. IT Operations & Security Oversee IT infrastructure, cloud systems, cybersecurity, helpdesk, and technical support in alignment with industry standards and ministry/statutory board requirements. Maintain business continuity and disaster recovery protocols. Ensure compliance with regulatory requirements including PDPA, IMDA standards, and data ethics. Promote digital equity by collaborating with frontline teams to design inclusive, accessible digital solutions. Test and scale tech pilots in collaboration with programme teams and external partners. Evaluate emerging technologies to enhance service access and outcomes. Leadership & Capacity Building Lead and develop a high-performing technology team. Build digital literacy and tech capabilities across the organisation. Foster a culture of continuous learning and ethical innovation. Stakeholder Engagement & Partnerships Partner with funders, tech vendors, and institutions to co-create solutions and secure technology grants. Represent the agency in national conversations on digitalisation and tech-for-good. Collaborate with sector peers and start-ups to co-develop scalable social impact solutions. Job Requirements Bachelor's degree in Information Systems, Computer Science, Engineering, or related field. At least 10 years of technology leadership experience. Hands-on experience with NetSuite and/or SAP. Experience with data analytics platforms, AI, or RPA tools. Excellent analytical and critical thinking skills with a high attention to detail. General understanding of best practices and business processes. Knowledge of ERP integrations and automation tools. Experience with BI tools, SQL, Python, Power Platform, UiPath, or OpenAI APIs. Experience in social service, healthcare, or government sectors. Experience in a consulting environment.
