What the role is The Healthcare Reserve Force (HRF) is a volunteer force which will support MOH's disease outbreak response operations, with the flexibility to reinforce operations for other emergencies. Under HRF, the volunteers will be trained for and involved in non‐clinical, and non‐front‐facing roles to support MOH operational teams responding to disease outbreaks. Develop reinforcement strategies to enhance organisational capacity and resilience. Develop and execute strategic plans for reinforcement management, aligning initiatives with organisational goals. Assess current organisational capacity and identify areas for augmentation during a crisis. It also includes the development of an HRF and reinforcement build‐up plan that seeks to identify potential sources and pipelines to ensure a continuous source of volunteers. You will be working in a fast‐paced and highly volatile environment that would require the ability to manage multiple priorities and stakeholders at the same time. What you will be working on Develop and implement a HRF build‐up plan and training schedule Develop and implement reinforcement plan with appropriate activation sequences Develop and implement a mobilisation plan for call up in times of crises Develop and execute programmes to ensure HRF volunteers are suitably engaged Closely liaise with agencies for activation of HRF Oversee the Operations deployment of HRF What we are looking for Possess strong competency to evaluate content and synthesise information to execute solutions that support section goals Relevant experience in emergency response management, crisis management, or operations management Knowledge of public health policies, infectious disease controls, and outbreak response protocols is an advantage Experience in lesson planning and delivering training programmes is an advantage Ability to operate effectively in high‐pressure situations and demonstrate good planning and conceptualisation skills Responsive and adaptive to dynamic working environment, and possesses good analytical ability Good writing and effective communication skills to package information and communicate with policy makers A team player with positive attitude, dedicated and has a strong desire to learn and excel Proficiency in Microsoft Office suite (Word, PowerPoint, Excel, SharePoint, Bower BI, Tableau) preferred.
