Installation Proposal Engineer (Submarine Power Cable Systems)
Accountability:
The Installation Proposal Engineer contributes primarily at the tender stage of Power Cable Systems projects and, to a lesser extent, during project construction.

Proposal Lead Installation Engineer – Submarine
The role
At tender stage, the main activities include:
Developing knowledge of the cable market in terms of customers, competitors, and subcontractors.
Careful examination of tender documentation, particularly the technical specifications.
Reviewing survey data related to installation (when provided by the customer).
Elaborating technical solutions in accordance with project requirements.
Conducting internal discussions within Installation Engineering and other departments, as needed.
Participating in clarification meetings, both internal and with the customer, during tender preparation.
Conducting site visits, if required, to assess logistics, solution feasibility, and to engage potential subcontractors (e.g., civil works).
Preparing and issuing technical specifications (RFQs) for potential subcontractors.
Reviewing proposals from subcontractors in collaboration with the purchasing department, evaluating technical, economic, and scheduling aspects.
Engaging in discussions with subcontractors to clarify and align offers with project requirements.
Fine-tuning final solutions in collaboration with relevant departments such as System Design Engineering, Sales, Purchasing, Logistics, Legal, HSE, Quality, and Project Management.
Preparing installation cost estimates, including risk assessment and quantification related to installation activities.
Drafting technical descriptions of the work and the required installation-related documentation.
Preparing the installation Plan of Work and providing necessary input to planners for integration into the overall plan.
Participating, when required, in negotiations and clarification meetings with the customer after proposal submission.
Revising tender packages, as necessary, in response to negotiations or changes in customer requirements.
Ensuring compliance with internal rules and procedures throughout the process.
At contractual stage, the main activities include:
Participation in internal kick-off meetings.
Transmitting relevant information to the project team and involved departments, including: Costs, Qualifications and assumptions, Technical documentation, Plan of Work, Other pertinent information.
Participating in internal clarification meetings with relevant departments.
Providing technical assistance, especially between contract signing and the execution phase.
Attending meetings with the customer and/or subcontractors, particularly in the early project phases.
Supporting project teams in assessing changes from the tender stage in terms of technical solutions, contractual issues, risks, costs, and lessons learned for future processes.
Basic requirements
Degree in Engineering or another relevant technical discipline.
Fluent in English (written and spoken).
Curious, eager to learn quickly, and able to build autonomy.
Precise, proactive, problem-solving, and target-oriented.
Ability to understand and conceptualize complexity into concise frameworks.
Pragmatic, flexible, and capable of prioritizing and adapting to changing demands.
Strong interpersonal skills and team-oriented mindset.
Proficiency with common software such as Microsoft Project, Word, Excel, AutoCAD, and general web use.
Willingness to travel domestically and abroad for short but possibly frequent trips.
For experienced candidates: fulfilling at least one of the added-value requirements.
Possible added-value requirements
Experience in a similar role and area.
Knowledge of, or experience in, submarine cable installation (operational or engineering).
Background in proposal engineering activities such as costing, planning, subcontracting, technical proposal preparation, and negotiation—ideally within marine installation or similar fields.
