Job Description Responsibilities Strategy Provide leadership over the operational delivery, controls, reporting, and governance of the Operational Resilience agenda. Work with appropriate First Line subject matter experts in Group Business lines and functions. Recommend additions/enhancements/changes to the Client Service Resilience standards, guidelines, procedures, and controls. Drive compliance with Group policies standards, and local regulatory requirements especially the Resilience Policies and Standards. Lead engagement with WRB Business globally towards implementation of Resilience requirements. Work with Resilience pillars to embed resilience in the supported business including defining and tracking prioritisations and activities, ensuring backlog and book of works are aligned with Resilience Strategy. Provide leadership and contribution to the successful operationalisation of the WRB Resilience Target Operating Model (TOM) to ensure collaboration across first and second line of defence with well-defined Roles & Responsibilities to maintain the resilience of the Bank. Business & Processes Subject matter expert on operational resilience for WRB. Agree, drive and oversee the implementation of the Operational Resilience agenda for WRB. Work with Group Operational Resilience and take accountability for implementation within WRB. Support WRB Business to implement operational resilience procedures to group standards. Raise awareness and conduct training where appropriate with WRB leadership and teams on operational resilience. Enable WRB to identify/validate prioritised business services, set impact tolerance statements, managing performance metrics, identify resilience vulnerabilities and manage remediation. Support WRB to remediate Client Service Resilience risk through appropriate prioritisation of capacity and funding. Support/Lead regulatory liaison with regulators on operational resilience and related fields. People & Talent Lead through example and build the appropriate culture and values. Set appropriate tone and expectations from the team and work in collaboration with risk and control partners. Ensure the provision of ongoing training and development of people and ensure that holders of all critical functions are suitably skilled and qualified for their roles ensuring that they have effective supervision in place to mitigate any risks. Employ, engage and retain high-quality people, with succession planning for critical roles. Responsible to review team structure/capacity plans. Set and monitor job descriptions and objectives for direct reports and provide feedback and rewards in line with their performance against those responsibilities and objectives. Risk Management & Governance Chair WRB Resilience Working Groups. Support WRB Heads to manage Operational Resilience risk including in WRB Risk Committees. Monitor Resilience profile and posture and report any non-compliance to senior management or governance committees. Participate and represent Resilience in risk committees, operational resilience working groups, programme steering committee etc. to provide updates and influence positive outcomes. Ensure compliance with group policies, standards and local regulatory requirements; recommend additions/enhancements/changes to the group policies, standards, guidelines, procedures and controls as appropriate. Help design and implement resilience controls across WRB. Validate the accuracy and consistency of KRIs, RCSAs, KCIs and other risk ratings/assessments, as well as process designs. Manage regulatory engagements and inspections as required. WRB Risk Committee: The job holder will be appointed as the Secretariat of the WRB Risk Committee. Responsibilities include but not limited to plan, coordinate and manage the committee effectively. Ensure papers are of quality and articulate the risk issue being discussed clearly. Document the proceedings of the committee and ensure that action plan decided at the committee are tracked to closure. Ensure effective governance of WRB Risk Committee as per the committee’s Terms of Reference. Related Risk Governance in WRB: Drive the completion of related risk governance processes – eg WRB top down review; WRB Risk Review updates for Group and Board Risk Committees. Oversight over timely completion treatment plans, audit actions, annual RCSA process, etc. Oversight of the WRB Scorecard around Risk Score and Audit Self-Identification rates. Lead projects as directed by line manager. Regulatory & Business Conduct Display exemplary conduct and live by the Group’s Values and Code of Conduct. Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct. Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters. Our Ideal Candidate In-depth knowledge of CPBB Operations and supporting process and systems. It is vital the role holder can efficiently navigate the risk and investment governance model of WRB and has credible authoritative WRB banking experience. Strong knowledge of WRB related products and operations will be preferred. Strong knowledge of security/resilience frameworks, principles, architecture. Strong knowledge of emerging Operational Resilience regulations and best practice. Strong risk management experience. Strong interpersonal and stakeholder management skills, across various levels in the organization including senior leadership teams, in influencing key decisions taken in the business and in support teams. Experience in Risk, Operations, Resilience, or Security in Banking and Financial services. A related professional accreditation in Finance, Risk, Continuity, Security would be preferred. Strong communication skills – oral, written and presentation. Must be a self-starter who is able to initiate and successfully drive programs and projects to completion with little or no management supervision. Strong analytical skills and ability to prioritise, make decisions, and work to tight timeframes. Proven ability to lead highly complex, global activities through influence and credibility rather than command and control. Ability to both assess strategic priorities and to focus on detailed aspects of a function in order to drive effective delivery. Strong integrity, independence and resilience.
