The Digital Transformation, Innovation and Data Division drives digital transformation across the organization to streamline operations, enhance decision-making, and improve service delivery. We empower departments by designing, piloting, and scaling innovative digital and process solutions tailored to our evolving needs.
We are seeking a strategic and hands-on Deputy Director to lead critical digital transformation efforts focused on organizational process optimization and automation. You will lead a team of Business Analysts to partner with key departments like IT, HR, Finance, and Procurement and Research Institutes, to reimagine and deliver smarter, leaner operations.
Key Responsibilities
- Strategic Thinking & Innovation
- Drive continuous process improvements through data, user insights, and automation opportunities (e.g., low-code tools, RPA).
- Proactively scan for emerging technologies that can benefit the organization.
- Stakeholder Engagement & Change Management
- Supports the DTID Director in ensuring the division meets its goals and KPIs
- Build trusted partnerships with IT, HR, Finance, Procurement, and Research Institutes.
- Work with stakeholders to ensure the successful delivery of programmes/ services/ projects.
- Drives innovation strategies and practices within divisions to improve operational efficiency.
- Serve as a thought partner to senior management on operational innovation and transformation opportunities.
- Interprets divisional strategic direction and initiatives to ensure that plans are aligned to organisational goals.
- Communicate clearly and confidently with senior leaders, functional teams, and solution partners.
- Team Leadership & Development
- Lead, motivate and develop the careers of a team of Business Analysts.
- Define and embed best practices in business analysis, product scoping and stakeholder engagement.
- Foster a high-performance and innovation-driven culture.
- Cascades information after key leadership meetings to provide role clarity and ensure alignment with the organisation's strategies and initiatives.
- Assumes responsibility for strategic manpower planning within the team.
- Able to prepare/manage team budget as appropriate.
- Business Analysis Excellence
- Identify, design, and implement impactful digital solutions to improve cross-departmental workflows.
- Manage full project lifecycle - from problem scoping to solution delivery and post-implementation reviews.
- Drive business process reengineering to improve speed, accuracy, and efficiency.
- Ensure alignment with organizational priorities and compliance requirements.
- Collaborate with Data Engineers and cross functional teams to ensure solutions are fit-for-purpose, scalable and future-proof.
- Bachelor's degree in Engineering, Computer Science, or a related field is preferred.
- Proven experience in leading digital transformation or business process improvement or enterprise systems initiatives.
- Strong problem-solving and systems thinking approach to diagnosing operational challenges.
- Excellent interpersonal skills with a track record in managing cross-functional and senior stakeholders.
- Skilled in scoping complex digital projects, navigating ambiguity, and balancing stakeholder priorities.
- Comfortable with agile ways of working and digital product life cycles.
- Effective team leader, with 3-5 experience managing diverse talent and at least 10 years' experience driving execution.
- Nice-to-Have:
- Experience working with or within Singapore public sector or similar complex organizations.
- Familiarity with enterprise IT, low-code tools, automation frameworks, or ERP systems.
- Certifications in project/change management (e.g., PMP, PROSCI, Agile/Lean/Scrum Master) or digital tools (e.g., Power Platform, UiPath).
