What the role is:
The candidate will be working in the team within the HHS responsible for tracking all cases of Bloodborne Diseases (BBD) and Sexually Transmitted Infections (STI) that are notified to the respective national disease registries, as well as performing case interviews with the index cases, and doing contact tracing. The candidate is also responsible for data entry of this highly sensitive information to the national registry, where data safety and security is of the utmost importance. The Communicable Diseases Agency (CDA) is a new government agency that is being established by the Ministry of Health (MOH) to oversee Singapore’s communicable disease preparedness, prevention and control, surveillance, risk assessment and outbreak response. It will consolidate and build on the public health functions under MOH, the National Centre for Infectious Diseases, and the Health Promotion Board. You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.
What you will be working on:
Accurately track all cases of BBD and STIs as notified to the national disease registries.
Perform detailed contact tracing to identify and notify individuals who may have been exposed to HIV, STIs, or viral hepatitis, ensuring timely intervention and support, in accordance with local legislation and policies.
Conduct thorough and empathetic interviews with index cases and contacts to gather comprehensive case histories and relevant data, while providing them with necessary information, support, and resources.
Perform in-depth case investigations in response to disease outbreaks and subsequent reporting of findings to the relevant stakeholders.
Enter highly sensitive information into the national registry with utmost accuracy and attention to detail with adherence to stringent data safety protocols to protect the confidentiality and integrity of the information.
Ensure compliance with national regulations and guidelines regarding the handling and reporting of sensitive health information.
Identify and suggest improvements to existing processes and protocols to enhance the efficiency and effectiveness of case management (index interviews and contact tracing) and data entry.
Contribute to ongoing efforts to enhance the current National HIV Registry and the subsequent migration to DROMS.
Work closely with healthcare providers to ensure accurate and timely data collection and reporting.
Participate in initiatives to educate and raise awareness about the importance of data security and confidentiality within the healthcare community.
Support the team and division as a whole in general administrative duties (e.g. operations, budgeting, events planning).
What we are looking for:
Minimum tertiary qualifications in recognised disciplines, preferably in Public Health, Health Information Management, Social Sciences, or a related field.
Prior experience in Public Health, case management, or data entry would be advantageous.
Strong attention to detail, excellent communication and interpersonal skills, and the ability to handle highly sensitive information with discretion and integrity.
Understanding of the public health landscape in Singapore, particularly regarding HIV, STIs, and viral hepatitis, and the associated stigma and legal requirements.
As part of the shortlisting process for this role, candidates may be required to complete a medical declaration and/or undergo further assessment.
About Ministry of Health:
The Ministry of Health’s (MOH) vision is to champion a healthy nation with our people – to live well, live long and with peace of mind. As an open country constantly exposed to an interconnected world, Singapore faces complex issues in public healthcare. MOH constantly grapples with new challenges brought on by an increasingly globalised world, a rapidly ageing population and rising expectations. MOH’s responses to these challenges include preventing and managing the outbreak of diseases such as SARS and Influenza A (H1N1), designing a healthcare system that delivers care in an integrated and effective manner, growing the capacity and capabilities within the sector, and managing healthcare inflation. As an MOH officer, you will be involved in formulating and implementing policies that guide Singapore’s healthcare ecosystem. You will work alongside a team with varied skills and backgrounds, but with the common goals of (i) promoting good health and reducing illnesses; (ii) ensuring that Singaporeans have access to good and affordable healthcare; and (iii) pursuing medical excellence. Your work will have far-reaching impact on the health and lives of Singaporeans.
