Description Date posted: 5 Nov 2025 Location: Singapore Office Employment Type: Fixed Term Position Procurement Officer at Yinson Job Summary The Procurement Officer is responsible for tendering, FEED, and project procurement of minor Goods/Services within budget and in accordance with project specifications, procedures, and required delivery schedules. The Procurement Officer may also assist with the identification and qualification of suppliers. Key Competencies - Commercial Focus- Commercial awareness is required. - Active participation in safeguarding company’s interest. - Negotiation skills. - Functional Know-How- Knowledge of cost control in the offshore oil and gas sector. - Knowledge of Supply Chain Management processes and best practice. - Receives some guidance on process and timing. - Interpersonal Effectiveness- Able to work together as a team. - Communication & Influence- Good communication (written & verbal) skills are required due to frequent interactions internally (Company) and externally (Clients & Contractors). - Able to communicate at all levels within the organization. - Analysis & Problem Solving- Possess good analytic & problem-solving skills. - Attention to details. - Accountability for Results- A high degree of responsibility. - A desire to see goals and targets are achieved and met. - Personal Development- Self-starter / Proactive / Hands on Approach. Key Duties & Responsibilities - Participation as required in tenders, projects, FEED, and other work associated with bids and project activities. - Contribute to development and improvement of the Company and Project Approved Supplier List. - Participation in supplier review and selections. - Perform various Procurement activities including arranging Request for Quotation (RFQ) package for bid and PO/Contract for purchases including variation requests. - Conduct bid opening, clarifications, commercial bid evaluation (CBE), and bid recommendation. - Responsible for the safe and complete delivery of equipment and services in a timely manner. - Maintain relations with suppliers and subcontractors to help develop new business opportunities for Company. - Provide input to Procurement reporting. - Assist Expeditor with resolution of non-conformances and OS& D’s (Over, Short, & Damages). - Coordinate with Package Manager, Expeditor, and Freight Forwarder regarding supplier Inspection Release Note, shipment, and delivery. - Optimize purchase and deliver assigned packages at the lowest total cost while still maintaining quality, safety, specifications, Company standards/procedures, client requirements, and schedule. - Provide input to Project Controls for cashflow forecasts related to assigned packages. - Perform PO close-out and complete supplier performance evaluations. - Arrange for site services where required. - Participate in mitigation and recovery efforts for assigned packages. - Assist Expeditor and Package Manager in resolving supplier’s late documentation deliverables. - Assist in resolving invoice questions and discrepancies with suppliers. - Participate in audits and review processes as necessary. - Other ah-hoc tasks as requested by the Line Manager. - QHSSE Duties – every employee shall:- Take care of themselves and others who may be affected by their acts or oversights; - Not interfere with or misuse anything supplied for their health, safety and welfare; - Report quality related problems and HSSE hazards or deficits within their area to the QHSSE department; - Promote and take part in the QHSSE continuous improvement process. Qualifications - Essential- Bachelor’s degree or Diploma in purchasing & material management from an accredited institution is mandatory. - Desirable- Be proficient and have a thorough understanding in Purchasing and Material Management is desirable. Skills & Experiences - Essential- At least 4 years of experience in purchasing & material management and offshore oil and gas related projects. - Desirable- Experienced working in FPSO projects in the areas of purchasing & material management and offshore oil and gas.
