Analyst / Senior Analyst / Lead Analyst (LD Data Governance)

Overview What the role is: The Leadership Development & Strategy Cluster oversees the Leadership and Talent Development policies and approaches at the Public Service level, to achieve key outcomes: effective and high-performing leaders and leadership teams; a leadership corps with greater diversity in experiences, skillsets and perspectives; and a One Public Service with a common purpose, identity and values. We ensure our leadership development approaches are fit-for-purpose, including how we identify, develop, and engage senior public service leaders and leadership talents on the central leadership programmes (the Administrative Service and Public Service Leadership Programme). We work in close partnership with our training partner, the Civil Service College, as well as the HR community and leaders across the Public Service. Responsibilities What you will be working on: You will be part of a project team seeking to develop a new database to better support key decision-making in developing public service leaders and leadership talent at the Whole-of-Government level. You will collaborate with various LD operations teams, as well as key personnel such as Public Service Leaders, agencies, and different PSD clusters (e.g. IT and Data Office), to deliver data solutions that meet PSD’s business requirements and enhance data reliability. This is part of wider efforts to strengthen the use of data and policy-ops-tech integration to enhance Leadership Development at the Whole-of-Government level. You will: Establish a Single Source of Truth (SSOT) for LD data with data piping from the data source databases. Establish accompanying policies and processes for the SSOT that support data accuracy. Test and perform post-deployment bug fixes of the database. Develop user stories and visualizations that address users' business needs. Develop and implement scripts/bots/machine learning models to support data analytics on complex datasets and data clean-up. In the course of the work, you will also gain a broad understanding of talent management, leadership development and human resource management work such as recruitment, selection, and learning & development. Qualifications What we are looking for: The candidate should possess the following: Ability to write code and troubleshoot errors. Examples of tasks the code could be used for include preparing, processing, cleansing, and collecting data from various sources for analysis. Ability to design simple data architecture and implement data architecture designs to ensure the new database can be maintained in-house to remain agile with changing operational needs. Ability to engage stakeholders effectively to understand their needs and concerns, involve them in the solutioning process, and seek their buy-in on initiatives. Strong written and verbal communication and presentation skills to engage internal and external stakeholders of different seniority. Proficiency in technology and product development is strongly preferred. Successful candidates will be offered a 2-year contract in the first instance.
