Overview Project Construction Engineer/Senior – Tuas oversees design, review, and coordination of Mechanical, Electrical & Piping (MEP) systems to meet pharmaceutical regulatory standards at a greenfield construction site. Familiarity with pharmaceutical process equipment (e.g., filter dryer, centrifuge, glass lined reactors, pumps, temperature control units) is required. Responsibilities Manage MEP components of facility expansion or upgrade projects from concept to completion. Supervise contractors, review method statements, and ensure safe execution at site. Prepare Bill of Quantities (BQ), FEM/FI, supervise/oversee hookups and installations. Track project progress, control costs, and ensure adherence to schedules. Participate in FAT/SAT, commissioning, and IQ/OQ for MEP systems. Collaborate with validation, QA, and EHS teams to meet compliance requirements. Oversee installation of equipment, piping, and instruments to ensure Quality and Safety and to prevent reworks/damage. Conduct P&ID field walk-downs and inspections for conformance with design requirements, codes/standards, and project procedures. Ensure isometrics, spool drawings, and other piping drawings meet construction and field requirements. Maintain communication between design and construction teams for design compliance. Troubleshoot and resolve system issues in a timely and GMP-compliant manner. Quality Assurance Conduct on-site quality checks to ensure pipe construction meets specifications. Prepare and maintain as-built drawings, O&M manuals, risk assessments, and MEP system SOPs. Ensure full compliance with STA standards, local regulations, and international GMP requirements. Job requirements Bachelor's Degree in Process Engineering, Mechanical Engineering, Electrical and Electronic Engineering with more than 8 years of relevant experience in Project Construction, preferably in Pharmaceutical or Petrochemical with cleanroom environments. Greenfield or brownfield project experience preferred; willing to work long outdoor hours for onsite supervision. Self-starter with ability to work with minimal supervision, make sound decisions, take independent action, and provide focused solutions. Strong interpersonal and communication skills; ability to work with people at all levels. Commitment to a "Right First Time" mindset to prevent rework or property damage that can affect cost or schedule. Knowledge of local codes, regulatory requirements, and engineering standards (ASME, ASTM, ANSI, BS EN, API, classification society regulations); local best practices in MEP construction. Proficiency in Office software, Microsoft Project; ability to review construction plans/drawings (CAD .dwg) and 3D models (Navisworks/Revit) for clash resolution and BQ preparation. Strong organizational, communication, and coordination skills; team-oriented. Good problem-solving skills; ability to guide and supervise subordinates and manage assignments and motivation. Ability to lead by example, handle strong work pressure, and meet timelines. English reading/writing and spoken ability; proficiency in Mandarin is an advantage for collaboration with SME colleagues.
