What the role is: As Asst Director / Sr Engineer in the Catchment and Waterways Department’s Catchment Surveillance Unit, you will be part of a team responsible to plan and manage surveillance and enforcement works, related to illegal discharges, illegal fishing and illegal abstraction of raw water, at reservoirs, catchment and waterways. What you will be working on: Plan schedule and optimise resources for site surveillance/inspection/sampling works, including the conduct of stakeouts. Lead team to investigate and trace source of illegal/pollutive discharges at reservoirs and waterways, and gather evidence to take enforcement actions. Review recommended enforcement actions (e.g. notice of offence, composition fine, prosecution) to be taken against offenders and cases that do not comply with Regulations and Acts (e.g. PUA/SDA/EPMA). Calling of tenders, and management/administration of contracts related to surveillance/sampling works. Implement, review and enhance work procedures/flow with contractors (e.g. rostering of patrols, documentation of evidence, escalations of incidences etc.). Ensure all feedback cases are followed up and closed promptly by team. What we are looking for: Degree in Civil or Environmental Engineering Preferably with at least 5 years of experience in surveillance and enforcement works Independent, result-oriented and self-driven team player with good communication and project management skills Meticulous, proactive and resourceful Proficient in Microsoft Office About PUB, The National Water Agency PUB is an organisation that is recognised internationally for good water management.
