Financial Crimes Counsel Join to apply for the Financial Crimes Counsel role at Liberty Mutual Insurance Location: Singapore or Hong Kong Job Summary The role is integral in the identification, managing, reporting and mitigation of Liberty Asia-Pacific's financial crimes risks with a focus on economic and trade sanctions risks in APAC. The individual will work within the Compliance function and report to the Head of Compliance, APAC with secondary reporting to Liberty Mutual's Global Financial Crimes Officer. Responsibilities Provide advice to APAC legal entities and business unit governing bodies on compliance with applicable laws and regulations, including policies, procedures and written updates. Assess impact of regulatory developments in financial crimes on business operations and work with the business to ensure compliance. Identify and assess compliance risks, develop, implement and oversee an appropriate framework to manage risks, including monitoring adherence to procedures. Ensure compliance strategy aligns with Liberty International APAC strategic objectives; assess new opportunities and establish appropriate control frameworks. Establish open and constructive relationships with regulators and supervisory bodies in Singapore, Hong Kong, Malaysia, India, Australia and China. Communicate and drive Liberty's ethical culture and values as part of driving compliance with APAC's Financial Crimes Program. Spearhead APAC's Financial Crimes Program aligned with Liberty Mutual's Global Financial Crimes Program. Support the Head of Compliance, APAC by identifying, assessing and reporting on financial crime risks to relevant governing bodies and participating in relevant governance forums. Drive operational efficiency and continuous process improvement by reviewing and challenging existing ways of working. Support the Head of Compliance, APAC in engaging with senior management, internal and external stakeholders in an open, pro‐active and collaborative manner to ensure financial crime topics are raised, considered, addressed and reported appropriately. Maintain an effective financial crime framework and ensure it is proportionate to the scale, nature and complexity of Liberty's APAC business. Deliver an annual compliance plan aligned with business strategic objectives and the wider Compliance and Global Financial Crimes strategies. Provide clear and consistent advice and direction to the Global Financial Crimes team, business partners and key stakeholders. Ensure effective horizon scanning is in place to identify material developments in economic and trade sanctions and the wider financial crimes compliance sphere. Develop and maintain oversight of Financial Crime Risk Assessments (FCRA) and provide expert advice to address gaps. Devise an effective financial crime compliance training and communication programme for the business. Qualifications Experience in EU, UK, US economic and trade sanctions laws and regulations, UN sanctions measures, local APAC sanctions and trade control laws and regulations, including licences and authorisations. Awareness of applicable regulators' requirements and enforcement environment. Experience in broader financial crimes compliance programs: ABC/AML/Fraud. Strong understanding of the general insurance and reinsurance industry. First‐class people skills and a team player with excellent written and verbal communication. Proven experience and track record of solving problems and delivering solutions to the business in a way that balances regulatory obligations with a strong commercial understanding. Organisational and project management skills; a champion of change. A natural ability to challenge and be challenged; flexibility and decisiveness. Relevant professional qualifications and strong academic record. A legal background is strongly preferred.
