The Home Team Science and Technology Agency (HTX) is a statutory board under the Ministry of Home Affairs (MHA) that pioneers innovation solutions and develops world‐class science and technology capabilities to transform and empower the Home Team in delivering safety and security for Singapore. Responsibilities Design end‐to‐end transmission and transport systems, including security, to meet HTDs operational needs. Gather user requirements, conduct trials, obtain budget approval, write tender documents, evaluate tenders, procure and manage vendors. Plan and manage projects for new or existing communication networks – technology selection, topology & capacity planning, service rollout, performance improvement. Plan near‐term and long‐term architectural evolution, including technology selection and capacity planning. Analyse and communicate architectural differences between solution methods, addressing integration challenges across platforms. Lead full project lifecycle (requirements, trials, budgets, tender management, vendor management). Identify and mitigate risks early, assess implications and escalations. Provide regular updates to HTX management on milestones, issues and expenditure. Oversee system integration, acceptance testing (UAT, FAT, OSAT, SSAT) and regression testing. Ensure proper system configuration, change management and version control. Verify delivered hardware/software support status, maintain asset documentation. Monitor vendor performance on fault resolution within contractual turnaround time. Ensure systems meet availability requirements while optimising life‐cycle cost and spare part management. Identify and analyse critical design parameters affecting performance. Maintain operational compliance within approved budgets. Engage stakeholders, including agencies and HTDs. Perform any other duties assigned by HTX Senior Management or Deputy Director. Qualifications Tertiary qualification in Electrical/Electronic Engineering, Computer Science, Information Systems or related engineering fields. At least 3 years of relevant experience in a suitable enterprise environment. Strong technical knowledge of transmission and transport technologies – DWDM, IP/MPLS, SD‐WAN, Service Orchestration, Network Slicing. Experience in telecommunications industry with transport technologies (DWDM, IP/MPLS). Experience in 5G technologies preferred (knowledge of 3GPP, ETSI). Basic knowledge of 5G Network Functions, NFV and SDN mechanisms. Experience in Quantum‐Safe Technologies (QKD, PQC) and AI/automation in transmission networks advantageous. Relevant disciplines and professional certifications from major telecom vendors/suppliers. Project management or recognised networking certifications (CCNP, CCIE) preferred. Strong planning and project management abilities, problem‐solving, facilitation and organisational skills. Strong interest in technology and innovation. Competent, self‐motivated, proactive, dedicated and responsible with ability to work independently. All new hires are appointed on a two‐year contract initially, with assessment for permanent tenure based on performance.
