Overview
Senior Associate/ Associate (Performance & Evaluation) at Ministry of Finance (Singapore). The Performance & Evaluation (P&E) directorate is looking for dynamic and motivated team members to support MOF in delivering better value and accountability for public spending and outcomes.
Three key strategies: strengthening evaluation capabilities and structures; promoting effective performance reporting and monitoring; nurturing good governance.
What you will be working on
Policy and planning: Formulate and implement programme evaluation policies to advance strategic outcomes, cost-effectiveness and resource sustainability in public sector spending. Partner public sector stakeholders to design evaluation and funding interventions for a diverse range of public organisations, programmes and projects.
Programme reviews: Scope and conduct programme and project evaluations to strengthen programme design and cost effectiveness. Include: (i) determining suitable performance indicators and data collection plans; (ii) using tools such as Theory of Change or data analytics to draw insights; (iii) formulating recommendations to senior management, programme and policy owners.
Performance reporting and audit governance: Facilitate effective performance reporting and monitor governance-related issues across the public sector to enhance public accountability. Activities include: (i) enhancing whole-of-government management reporting on national priorities; (ii) coordinating publication of whole-of-government public reporting on citizen and business outcomes; (iii) supporting structures and processes to address systemic audit issues.
What we are looking for
A background in economics, data handling, finance/accounting, programme/project planning, performance reporting and/or programme evaluation is an advantage.
Demonstrate strong analytical thinking to assess complex issues strategically, anticipate challenges, and recommend actionable solutions.
Strong written and verbal communication skills to engage and maintain partnerships with internal and external stakeholders at all levels.
Self-driven with a positive attitude and work ethic.
