Overview

The Home Team Science and Technology Agency (HTX) is a statutory board under the Ministry of Home Affairs (MHA) which aims to pioneer innovation solutions and develop world class science and technology capabilities to transform and empower the Home Team in delivering safety and security for Singapore.

The Deputy Director, Product Management plays a pivotal role in managing the HTxAI products portfolio, collaborating with strategic stakeholders to define product features and specifications, lead a team of Product Managers, Business Analysts, Product Designers and Tech Managers, prioritize feature development, and offer technical expertise across problem scoping and user requirements. The multifaceted responsibilities contribute to driving innovation and excellence in product and technology management within the organization.

• Provide strategic technical leadership, assessing plans, and overseeing the development of a cutting-edge AI and digital products for HTX.
• Offer mentorship to nurture team collaboration, innovate AI solutions aligning with user needs, and foster vital partnerships with external entities.
• Develop a Product Development culture across COEs and HTDs.
• Promulgate the defined Product Management Framework based on industry best practices customised to Home Team requirements.
• Develop and oversee HTxAI’s products portfolio that covers AI and Digital technologies.
• Identify product opportunities and solution feature requirements from users’ problem statements, use case requirements and industry trends.
• Develop Product and Solution roadmaps taking into consideration the users ConOps requirement, industry trends and latest technology developments.
• Lead multiple product teams and provide day-to-day guidance in all aspects of Product Management and Tech Management job requirements.
• Establish internal cross-collaboration approach with teams such as AI R&D, Engineering, Solutioning, Platform, Data Engineering, and Infrastructure teams to improve efficiency.
• Grow and develop a team of Product Managers, Business Analysts, Product Designers and Tech Managers, and to improve their respective skillsets.

• Min Degree in Information Systems, Information Technology, Computer Science, Computer Engineering or related disciplines.
• Minimum 10 years’ experience in the ICT domain with at least 6 years of practical experience in Product Management.
• Experience in building products from conceptualisation into Minimum Viable Product (MVP), and to operationalisation.
• Understanding of AI technologies will be ideal.
• Knowledge in multi-tier architectures for AI/ML, Data Science and Data Analytics platforms in one or more cloud service providers will be ideal.
• Strong leadership with good interpersonal skills to effectively communicate complex technical concepts to both technical and non-technical stakeholders.
• Experience in leading and collaborating with multi-agencies teams.
• Strong understanding of Home Team Departments’ business and technical requirements and cognizant of AI technologies across AI domains of Adversarial AI, Vision AI, Embodied AI, Language AI, Multi-modal AI, and Emerging AI.
• Self-motivated & able to think strategically and translate strategy into implementation.
• Has high level of integrity.
• Clear headed under pressure & can function well either as a team player or an individual.

All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
