Role Summary
TBI's growing Digital & Tech Transformation advisory helps senior political leaders harness the power of technology to support more strategic, effective, and informed governments. TBI is hiring a Senior Advisor to develop and lead the Institute's client facing offer on data-driven for public sectors and governments. A successful candidate will bring political acumen and be able to convincingly engage senior officials on the political importance and transformative power of data-driven governments. Their experience advising governments or directly applying insights from data into a public sector context should be supported by an understanding of data interoperability, standards and architecture in public sectors, data science and AI-era infrastructure. They will be able to communicate how next-generation AI systems, Large Language Models, and advanced data analytics enable governments to be more adaptive and agile, deliver more personalised and proactive services, while also stimulating innovation and growth throughout their countries more broadly.
Key Responsibilities
Design and implementation of data governance and infrastructure: Advise governments on national data governance, including strategies, architecture, standards, and interoperability.
Policy advisory: Provide expert input on the ethical and secure use of data for service design and delivery, economic development, and digital government reform.
Capacity building and institutional strengthening: Support the development of internal data capabilities, including upskilling civil servants and strengthening data governance mechanisms.
Insight generation and analytics: Work with public institutions to turn raw data into actionable insights for policy, planning, and operational improvement.
Stakeholder coordination: Advise on facilitating collaboration across ministries, departments, and development partners to align data-related initiatives and infrastructure.
Delivery support: Apply TBI's delivery model to help governments turn strategy into action, using data to monitor and drive implementation.
Strategic direction for data-driven government and public sector offer and related activities.
Strategy and Programme Development
Design the advisory services needed to strengthen governments' capacity to establish enabling data foundations and use data for decision making and service delivery as part of TBI's tech offer to governments.
Collaborate with other GCS advisors and colleagues across TBI to enable TBI's broader Digital and Tech Transformation vision and cross-functional strategy.
Engage with embedded country teams to scope and design opportunities leveraging disruptive technologies (e.g., AI), digital identity/digital wallets, and related agendas.
Identify and apply emerging data-related technologies into a cohesive offer for governments.
External Engagement and Partnerships
Develop relationships with leading innovators, technology companies, implementation partners, and thought leaders.
Represent TBI at external fora and events.
Engage with external stakeholders such as other not-for-profit organisations, donors, suppliers, and agencies.
Programmatic Delivery
Support embedded country teams to maintain government relationships enabling delivery of Data for Decision Making work.
Provide technical guidance on data governance, architecture, standards, interoperability, and data capacity to improve data quality and public sector delivery.
Lead development of assessment frameworks and assets to inform decisions on data analytics and AI tools.
Collaborate with Senior Director for Government Innovation and AI to ensure country teams access the Institute's expertise.
Enabling Systems
Develop instructional and implementation materials for TBI country teams and government counterparts.
Contribute to a learning culture with the TBI Impact team and support talent recruitment and development as needed.
Foster a culture of innovation and strong cross-Institute relationships.
Qualifications
Technical skills
Data strategy & governance
Data governance frameworks: setup and management in government, including roles and stewardship.
Data lifecycle management: policies for collecting, storing, securing, sharing, and deleting data.
Metadata and data cataloguing: familiarity with standards and interoperability frameworks relevant to public administration.
Data analytics & insights
Quantitative analysis: statistical methods, forecasting, econometrics with public policy applications.
Data visualization: presenting insights to policy audiences.
Experience with data analysis tools (R, Python, STATA/SAS) for policy-related analysis.
Digital infrastructure and interoperability
APIs and system integration for secure data sharing across ministries.
Enterprise architecture awareness across government departments.
Cloud platforms experience (AWS, Azure, GCP) in low-resource settings.
Ethics, privacy, and regulatory frameworks
Data privacy laws & compliance (GDPR and related laws) and government data use.
Ethical use of data and AI: transparency and accountability.
Risk management and cybersecurity basics for public digital infrastructure.
Public sector use cases & policy understanding
Domain expertise across health, education, social protection, economic development.
Experience with M&E systems and performance monitoring for service delivery.
Ability to design interventions based on data insights to improve public service delivery.
Stakeholder Engagement and Change Management
Data literacy training for civil servants and policy staff.
Cross-sectoral collaboration across government agencies and external partners.
Strategic communications: translating technical insights for senior decision-makers.
Additional Information
A Master's degree in data and information sciences or related fields, or relevant undergraduate degree with extensive experience in data for policy in the public sector.
Demonstrated strategic thinker with ability to deliver in challenging contexts.
Strong written and verbal communication skills and negotiation abilities.
Willingness to travel globally up to ~30%.
