Job Purpose

The Senior Engineer, System Management (Signal, Communications & Control) will serve as the Subject Matter Expert on Life Cycle Management and Supply Chain Management for Signalling, Communication and Control (SC&C) Systems. This role involves implementing long-term strategies directed by the Manager for SC&C Systems development through relationship management with internal and external stakeholders.

Responsibilities

The jobholder is accountable to Manager, System Management (Signal, Communication & Control) for holistic system management of SC&C system in the SMRT TRAINS from acquisition-to-retirement. Key responsibilities include:

  • Contract Negotiation & Management: Assist Manager, System Management in major contract negotiations for outsourcing, repair and logistics support, leveraging expertise in Performance-Based Contracting and Framework Agreements.
  • Outsourcing Programs: Perform cost-effective analyses to support the management and support of the SC&C system in the SMRT TRAINS, shaping and overseeing the holistic development and transition of outsourcing programs.
  • Integrated Induction & Retirement Programs: Work with the Project Team to ensure seamless renewal through tightly integrated induction and retirement plans, supporting Business Units on Project Justification Papers (PJP) and Master Replacement Program (MRP) requirements.
  • Supply Chain Management: Analyze resources and propose ways to optimize fleet availability by maintaining a holistic overview of the supply chain requirement, developing obsolescence management strategies to ensure sustainable support for the intended service life.
Qualifications & Work Experience

The ideal candidate should possess:

  • Bachelor of Science or Bachelor of Engineering degree
  • Proficiency in MS Excel and prior knowledge of Reliability Engineering (e.g., MTBF, MTTR)
  • Strong communication and presentation skills
  • Able to develop affinity with various stakeholders
  • Prior operational experience in 1st line (e.g., Organisational / frontline) and 2nd line (e.g., Intermediate / workshop) maintenance is a plus
  • Prior knowledge in Management Information System (MIS) such as SAP or Maximo, is a plus
