Programme Development Specialist Job Description

We are seeking a highly skilled Programme Development Specialist to join our team. In this role, you will play a pivotal part in supporting planning, coordination, and development of enterprise-focus programmes or initiatives that enhance workforce capabilities and drive business transformation.

  • Establish success metrics, conduct continuous reviews, and work with internal stakeholders to coordinate inputs and ensure alignment with strategic objectives.
  • Evaluate policy issues by developing evidence-based recommendations for improvements of programmes managed.
  • Drive enterprises' participation in workforce development by determining priorities and targets.
  • Coordinate responses from divisions on cross-cutting policy matters and parliamentary questions related to EDG programmes.
  • Review KPI performances, ensure alignment with strategic objectives, and industry transformation goals across during the annual corporate planning cycle.

Key Responsibilities:

  • Plan, coordinate, and develop enterprise-focus initiatives in line with priorities.
  • Analyse policy issues, engage with stakeholders, assess current gaps, and provide recommendations.
  • Work closely with internal and external stakeholders on matters aligned to priorities.
  • Analyse complex information, evaluate options systematically, and make sound decisions based on data and logical reasoning.
  • Analyse programme performance using key performance metrics and use data for decision-making.
  • Participate in discussions with stakeholders, translate perspectives into sound recommendations, and present findings effectively.

Requirements:

  • Equivalent experience in a relevant field is highly desirable.
  • Experience in a planning or programme management role in a government agency would be advantageous.
  • Strong stakeholder management capabilities to coordinate across internal and external partners and manage tight timelines.
  • Ability to write clearly and succinctly, making sound recommendations on policy-related matters.
  • Understanding of macro labour market trends such as technology and automation impacting industries and workforce.
