Risk and Control Specialist

We are seeking a highly skilled and experienced Risk and Control Specialist to join our team at United Overseas Bank. As a key member of our Wholesale Banking function, you will play a critical role in formulating and strengthening governance on all risk frameworks, policies, and controls to ensure compliance with applicable legislations, particularly in relation to anti-financial crimes.
Key Responsibilities- Develop and implement effective risk management strategies to mitigate potential risks and ensure compliance with regulatory requirements.
- Collaborate with internal stakeholders to identify priority areas for review and provide effective challenge to existing controls.
- Provide advisories and review Business Units policies and guidelines to ensure alignment with risk management frameworks.
- Work with multiple internal stakeholders to deliver desired outcomes and ensure that potential risk issues are properly communicated and addressed.
- Review and identify key emerging risks in Wholesale Banking and/or industry and propose risk mitigating measures/controls.
- Ensure that activities are coordinated to avoid duplication and improve the overall effectiveness of risk management initiatives.
- Support the Business Units/Support Units in risk identification, escalation, and remediation.
- Monitor the effectiveness of Business Units/Support Units controls and prepare risk management reports.
- Exercise oversight of Business Risk and Control Measures in overseas locations.
- Able to articulate and present to senior internal and external stakeholders, including regulators and external audit.
- Good degree holder in Banking, Finance, or Accounting.
- Certification in anti-financial crimes, programming, data management, and data analytics is preferred.
- Minimum 8 years of relevant work experience preferably in audit, regulatory compliance/Line 1 Risk and Control role in corporate banking/wholesale banking of a full-service bank.
- Proven and relevant experience in compliance of a financial services institution is required.
- Excellent knowledge of anti-financial crimes, MAS Notice 626 regulations, AML typologies, risk assessment, processes, and controls.
- Knowledge of local financial crime regulatory framework of South East Asia region and data analytics would be a clear advantage.
- Team player, self-driven with strong interpersonal and communication skills and able to perform well in a fast-paced and dynamic environment.
- Prior experience in stakeholder management experience.
- Resourceful, meticulous, analytical, and able to work independently with excellent verbal and report-writing skills.
- Strong project management skills.
- Growth mindset, i.e. openness to learn and take on other risks types.
- Strategic mindset with the ability to have a holistic view for the Group.
- Possess creativity and self-motivation to find solutions in an ever-evolving regulatory environment.
- Excellent communication (written, verbal) and interpersonal skills to positively influence people to make the appropriate decisions and resolve conflicts effectively.
