**Job Title:** HSE Manager

Job Description:

  • Provide support to HSE teams: To provide necessary support to the HSE team for all matters, ensuring compliance with regulations and best practices.
  • Fire Safety Management: Function as the appointed Fire Safety Manager (FSM) for the yard, ensuring all requirements as per Fire Code are being complied with.
  • Emergency Response Planning: Taking lead as FSM or other appointed role within the Emergency Response Plan (ERP) during the event of an emergency.
  • HSE Duty Management: Serve as HSE Duty Manager as per manpower scheduling.
  • Identify Areas for Improvement: Identify areas of improvement within current systems and processes and recommend improvements.
  • Stakeholder Coordination: Co-ordinate with internal and external stakeholders on all HSE matters.
  • Safety Procedures Update: Ensure PaxOcean safety procedures are up to date and conform to Singapore and International Standards.
  • Departmental Planning: Strategize and plan out annual department work plan and Key Performance Indicators (KPI).
  • Training Needs Identification: Identify training needs for both yard operational team and HSE department personnel.
  • Performance Evaluation: Participate in the evaluation and appraisal for all HSE department personnel's performance and work output.
  • Audit and Assessment: Oversee the conduct of periodic audit and assessment of consultants, suppliers, contractors.
  • Reporting: Oversee preparation of weekly and monthly HSE report.
  • Committee Meetings: Organise HSE Monthly Committee meeting.
  • Awards Application: Prepare External Awards Application.
  • Asset Maintenance: Carry out periodic maintenance, servicing and replacement for all HSE assets.
  • Prequalification Questionnaire: Prepare and submit Prequalification Questionnaire.
  • Budget Monitoring: Assist to monitor department budgets and expenditure.
  • HSE Initiatives: Plan and implement HSE initiatives and campaigns.

Requirements:

  • More than 10 years of experience in Shipyard / Marine related field.
  • At least 5 years of experience in management role.
  • Bachelor's degree in EHS or any relevant engineering field from recognized institute.
  • Decision Making: Firm and decisive in decision making.
  • Problem Solving: Ability to provide feasible and practical solutions to challenges encountered.
  • Auditing: Competent in planning and conducting ISO 45001, ISO 14001 & Safety Management System Audit.
  • Data Analysis: Ability to monitor and conduct data analysis and trending.
  • Investigation: Ability to conduct investigation and root cause analysis utilizing various proven investigational techniques.
  • People Management: Proven track record on people's management.
  • Communication: Ability to prepare and present concepts and ideas to both internal and external stakeholders, including senior management team.
