Position Overview

We are in search of a seasoned Senior Manager with expertise in IT Audits.

  • Oversee the annual Division 5-year rolling Health Check Plan.
  • Engage and manage external consultants and independent auditors to enhance internal capabilities in delivering the Division's 5-year rolling Health Check Plan and other GIG initiatives.
  • Facilitate audits by coordinating auditor-auditee interactions during fieldwork, including management responses, validation of audit findings, and their resolution.
  • Participate in health checks and reviews to evaluate adherence to policies and standards, identify compliance gaps, recommend remediation actions, validate completed actions, and close findings.
  • Conduct pre-audit compliance assessments on large-scale, complex systems in high/medium risk areas to report on policy adoption and compliance status to stakeholders.
  • Develop and maintain an Audit Dashboard to track health checks and audit findings, ensuring timely completion, validation, and closure for stakeholder reporting.
  • Establish and manage a Compliance Dashboard to monitor the status of policy adoption and compliance for regular stakeholder updates.
  • Collaborate with the Division's Programme Management Office (PMO) and product teams on compliance-related submissions.
  • Provide mentorship and training to new or junior team members regarding governance, compliance, and audit responsibilities.
  • Review updates to the GIG contextualized Whole of Government (WOG) ICT framework, policies, and standards to ensure accuracy and consistency across various ICT&SS domains.
  • Manage interactions between auditors and auditees during audits, including management responses and validation of audit findings.
  • Advise stakeholders on governance matters, including policy requirements and impacts arising from changes in standards, staff outreach, and best practices sharing.
  • Contribute ideas and resources to projects and initiatives that support the organization's high-level objectives.
  • Engage with stakeholders regularly to provide updates on initiatives and share insights on governance, compliance, and audit topics.

Qualifications

  • At least 10 years of experience in ICT, with a background in managing projects through the full software or product development lifecycle and experience in IT system audits.
  • Previous supervisory experience leading a team of at least 3 staff members.
  • Professional certifications such as CISA are advantageous.
  • Strong understanding of IT management processes, technology risks, internal controls, and standards like ISO9001.
  • Solid grasp of IT Risk Management and the effectiveness of controls in mitigating risks.
  • Ability to work independently and manage multiple tasks effectively.
  • Detail-oriented and structured, with a commitment to delivering high-quality results in a timely manner.
  • Excellent written and verbal communication and presentation skills.
  • A collaborative team player with strong interpersonal skills.
  • Willingness to take on additional responsibilities as needed.
