Job Description

The role of Civil and Building Services Manager is responsible for overseeing the performance of outsourced maintenance service providers in civil and building systems for the hospital. The goal is to ensure functionality and serviceability at all times.

The position will work closely with the Site Lead, Group FM, and Building Trade Lead, Group FM, to build clear accountability, expectations, and deliverables for the Site Building Trade team.

  • To monitor vendors' performance and account for key performance indicators (KPIs) as per contract awarded.
  • To verify performance reports, KPIs, and invoices on a monthly basis before payment invoices are endorsed and approved for processing.
  • To conduct systematic audits to assess vendor's overall performance based on planned preventive maintenance schedules.

Additionally, the Civil and Building Services Manager will:

  • Work with Legal, Finance, and MMD to ensure adherence to broader finance and procurement risk requirements.
  • Learn from past MOHH GIA and relevant audit findings to manage specialist vendors for their performance and documentation requirements.
  • Provide institution knowledge and Building Trade support for proposed hospital infrastructural projects.
  • Plan and oversee Civil and Building system upgrades/improvements or replacements before their expiration or end of life.
  • Participate and support in audits that the hospital subscribes to.
  • Respond and support the maintenance agent and vendors in mitigating and recovering critical system failure or incident.

This role requires a degree holder with a minimum three years of relevant experience in management of Civil and Building services and facilities operation as well as improvement projects.

Key skills and qualifications include:

  • Good interpersonal and analytical, communication, writing, and presentation skills.
  • Positive work attitude and ability to work with all levels of staff.
  • Certificate in Fire Safety Manager/Officer or relevant fire safety experiences will be advantageous.
