Senior Quality Assurance Lead

The Quality Assurance Manager plays a pivotal role in ensuring the successful execution of pipeline projects. This position is responsible for overseeing the quality management processes throughout all project phases, including design, procurement, construction, commissioning, and handover of Operation and Maintenance manuals.

Key Responsibilities:

• Quality Planning:
  • Develop and implement a comprehensive Quality Management System (QMS) for the pipeline project.
  • Define quality policies, objectives, and procedures to ensure adherence to international codes and standards.
  • Create a Quality Control Plan (QCP) and Inspection and Test Plans (ITP) for each project phase to ensure compliance with specifications.
  • Establish a Document Control System for managing technical documents, drawings, and standards.
• Stakeholder Communication and Coordination:
  • Act as the primary point of contact for all quality-related matters between stakeholders, including clients, contractors, subcontractors, and regulatory authorities.
  • Liaise with the project management team to ensure that quality is integrated into all aspects of the project.
  • Represent the QA function in project meetings, including progress, design, and safety meetings.
• Compliance and Documentation Control:
  • Ensure that all project activities comply with approved plans, codes, and specifications.
  • Verify that all quality-related documents, including inspection reports, test results, and certificates, are properly archived and accessible.
• Design and Engineering Review:
  • Collaborate with design and engineering teams to ensure that designs adhere to applicable standards and codes.
  • Participate in design reviews to identify potential quality issues and ensure their resolution.
  • Review and approve design drawings before construction to ensure they meet quality standards.
• Procurement and Vendor Evaluation:
  • Evaluate vendors and suppliers to ensure they meet quality standards and specifications.
  • Perform quality audits of suppliers and subcontractors to assess their ability to meet required specifications.
  • Review and approve material submittals to ensure they meet technical requirements.
• Manufacturing/Fabrication Quality:
  • Vendor Qualification & Audits:
    • Qualify manufacturers and fabricators to ensure their facilities, processes, and quality systems comply with project requirements.
    • Audit suppliers and assess their capabilities to meet quality expectations and standards.
  • Material Specifications & Approval:
    • Verify that materials used in manufacturing and fabrication conform to project specifications.
    • Review material certificates to ensure proper documentation of material origin, testing, and compliance with relevant codes.
  • Manufacturing/Fabrication Process Control:
    • Implement and enforce fabrication quality control procedures for all stages of pipe/equipment manufacturing and welding processes.
    • Verify that welding procedures are in accordance with approved Welding Procedure Specifications (WPS) and Procedure Qualification Records (PQR).
    • Monitor and approve welding inspections to ensure non-destructive testing methods are applied and results are satisfactory.
  • Dimensional Inspections:
    • Verify dimensional accuracy of fabricated pipes, components, and assemblies to ensure they meet design and installation tolerances.
    • Ensure that pipe bending, fittings, and flanges are fabricated according to drawings and within specified tolerances.
  • Coating Quality Control:
    • Oversee the quality of pipe coating and lining processes during manufacturing to ensure they meet required standards.
    • Conduct adhesion tests and ensure surface preparation complies with specified standards.
  • Factory Acceptance Test:
    • Plan and coordinate FAT to ensure alignment with project timelines.
    • Test equipment functionality and performance, including calibration, mechanical, and electrical checks.
    • Document test results and note any discrepancies or issues.
    • Resolve non-conformities and track corrective actions through Non-Conformance Reports (NCRs).
    • Approve equipment for shipment only after successful completion of FAT and resolution of non-conformities.
  • Construction Phase Oversight:
    • Ensure construction activities are executed in compliance with approved plans, codes, and specifications.
    • Coordinate inspections, including submission of NOI (Notice of Inspection) to stakeholders.
    • Supervise testing of pipeline materials, including welds, coatings, and hydrostatic tests.
    • Review and approve field inspection reports and ensure non-conformities are addressed.
    • Monitor the quality of welding, including conducting weld inspections and maintaining records.
    • Oversee non-destructive testing (NDT) activities, including radiography, ultrasonic testing, and magnetic particle testing.
  • Site Acceptance Test:
    • Develop a SAT plan detailing scope, procedures, and responsibilities for on-site testing.
    • Inspect materials or equipment upon arrival to ensure no damage or deviation from specifications.
    • Test equipment functionality and performance, including calibration, mechanical, and electrical checks.
    • Confirm that installation and operation meet design specifications and safety standards before acceptance.
    • Document test results, noting any discrepancies or issues and recording resolutions for non-conformities.
    • Identify and address non-conformities and track corrective actions through NCRs.
    • Grant formal acceptance of equipment or materials after successful testing and resolution of any issues.
  • Monitoring and Reporting:
    • Develop quality performance indicators (KPIs) and track the performance of quality processes.
    • Conduct regular audits and inspections to ensure compliance with quality plans.
    • Provide quality reports and updates to stakeholders.
    • Track and report corrective actions and ensure they are properly implemented.
  • Training and Team Development:
    • Provide quality training to project personnel, including site workers, supervisors, and engineers.
    • Ensure all personnel are aware of and understand quality control procedures and documentation requirements.
    • Promote a culture of quality within the project team by encouraging adherence to best practices and standards.
  • Commissioning and Handover:
    • Oversee commissioning to ensure the pipeline is completed to required quality standards.
    • Ensure all testing and inspection results are documented and compliant with specifications before commissioning.
    • Ensure all project quality documentation is completed and handed over to stakeholders, including test certificates, as-built drawings, and quality records.

Requirements:

• Bachelor's degree in a relevant field, such as engineering, quality assurance, or a related discipline.
• Minimum 5 years of experience in quality assurance, preferably in the pipeline industry.
• Proven track record of delivering high-quality projects while ensuring compliance with relevant regulations and standards.
• Excellent communication and interpersonal skills, with the ability to work effectively with stakeholders at all levels.
• Strong analytical and problem-solving skills, with the ability to identify and resolve complex quality issues.
