About the Role

We are seeking a skilled Purchasing Manager to join our team at ICF International PTE. LTD.

Job Summary

The Purchasing Manager will be responsible for sourcing, negotiating, and purchasing materials from approved local and overseas vendors. This role requires strong negotiation, communication, and interpersonal skills to effectively manage daily operational purchasing needs.

Key Responsibilities:
  • Sourcing and Procurement: Source new goods not supplied by regular principals/vendors to reduce cost while maintaining quality and requirements.
  • Negotiation and Contracting: Evaluate vendor's quotation to ensure they meet technical and commercial specifications required for the project.
  • Purchase Order Processing: Process purchase orders correctly by liaising with suppliers, stakeholders, and purchasing admin.
  • Daily Operational Management: Manage daily operational purchasing needs, including following up on Purchase Orders delivery and shipment schedules.
  • Cost Optimization: Effectively manage air and sea freight costs by optimizing the relevant use of incoterms.
  • Issue Resolution: Resolve supply, quality, service, and invoices issues with vendors and/or other stakeholders.
  • Supplier Performance Evaluation: Evaluate supplier performance based on quality standards, delivery time, and best competitive prices according to criteria and company requirements.
  • Procurement Strategy Implementation: Implement procurement strategies on urgent deliveries and long lead-time items to meet project timelines.
Requirements
  • Education: Minimum Diploma in Procurement/Supply Chain/Marine/Engineering or equivalent certifications.
  • Experience: Preferred 3 years relevant working experience in a similar capacity preferably in Construction/Marine/Offshore industry.
  • Skills: Good negotiation, communication, and interpersonal skills; ability to work well under stress in a fast-paced environment; proficient in MS Office Application (Words, Excel); and an organized team player with a sense of priority and close attention to details.
Salary Information

We offer a competitive salary range of SGD $60,000 - $80,000 per annum, depending on experience.
