Job Description:

The Planning Manager plays a crucial role in ensuring the successful delivery of assigned project portfolios. This involves owning integrated scheduling across tender and construction phases, partnering with Contracts and Project Leadership on program risk and claims strategy, and driving planning outputs to enhance delivery predictability and commercial protection.

Key Responsibilities include:

  • Owning planning delivery across assigned projects by setting standards, approving baselines, and ensuring alignment with business objectives and resource strategy.
  • Leading the development of tender and master programs for major bids and projects, presenting program logic and resourcing strategy to clients and internal stakeholders.
  • Collaborating closely with primary counterpart Project Managers on daily coordination, look-ahead, constraints, recovery plans, and EOT reviews.
  • Defining and enforcing planning governance, including templates, QA checks, program change control, and look-ahead cadence, while driving continuous improvement in planning practice.
  • Partnering with Contracts and Project teams to optimize resource allocation and long-lead mitigation, and approving program substantiation for EOTs and variations.
  • Chairing the EOT/claims program review, leading the internal time-related claims forum with the Project Manager and Contracts (TIAs/windows, concurrency, evidence index), and defending positions with clients/consultants.
  • Providing senior stakeholder reporting, including consolidated portfolio dashboards, risk heatmaps, recovery plans, and executive briefings to Project Directors and MD.
  • Managing the planning delivery team to ensure timely and accurate outputs, and representing the company on planning matters with clients, authorities, and joint venture partners.
Required Skills and Qualifications:
  • Recognized degree in Civil Engineering, Construction Management, or a related field.
  • At least 8 years of progressive experience in construction planning, with demonstrated leadership of planning teams and ownership of programs for projects ≥ S$100M in value.
  • Strong track record in both tender CPM development and post-award program governance, stakeholder-facing presentations, and claims negotiations.
