Job Title: Senior Infrastructure Management Specialist

Job Description

This role requires an experienced Mechanical or Electrical Engineer with a strong background in airfield systems, utilities, fuel hydrant, building services, and security systems. The successful candidate will oversee the supervision team and ensure that contractors comply with contract requirements.

The primary objective is to provide technical expertise and guidance to the supervision team to ensure smooth execution of projects.

Key Responsibilities:

  • Supervise and Manage Team Members: Ensure effective planning and execution of work by managing the supervision team.
  • Provide Technical Services: Provide supervision services for all M&E works to ensure compliance with contract/authorities' requirements.
  • Solve Technical Issues: Work with QP/D or QP/S to resolve design and technical issues arising from construction of Temporary Works and Permanent Works.
  • Review Proposals and Designs: Review and comment on Contractors' proposals, method statements, and designs.
  • Lead Inspections: Lead REs and RTOs to check drawings and specifications for discrepancies and report to QP/S, Contractors, or OIC.
  • Implement Quality Systems: Oversee quality system implementation, materials approval, and compliance testing procedures.
  • Monitor Project Progress: Monitor project progress, coordinate with scheduler, and propose measures to ensure timely completion.
  • Maintain Quality and Safety Standards: Monitor and report on quality, workmanship, WSH, aerodrome safety, security, housekeeping, and stakeholder relationship issues of main contractors, sub-contractors, and direct contractors/suppliers at site.
  • Coordinate Handover: Carry out inspections and assist Client in taking over completed works.
  • Document As-Built Information: Coordinate and compile As-Built information for record purposes in a timely manner.
  • Rectify Defects: Monitor quality and progress of rectification works during Defect Liability period of the Works.
  • Manage Duty Rosters: Ensure efficiency of duty roster to manage costs incurred by the team.
Required Skills and Qualifications
  • Certifications: Accredited with Joint Accreditation Committee of Institution of Engineers Singapore and Association of Consulting Engineers Singapore.
  • Work Experience: Minimum 10 years of experience as mechanical/electrical engineer, with at least 8 years in airfield systems, utilities, fuel hydrant, building services, security systems, etc.
  • Degree: Possess M&E Engineering Degree recognized by Professional Engineers Board of Singapore.
  • Contract Administration: Proficient in contract administration with Public Service Sector Conditions of Contract (PSSCOC).
