Position: Tender Planning/Technical Manager

Location: Singapore

Key Responsibilities:

  • Report directly to the Head of Department.
  • Develop and present the technical requirements for tender initiation, execution strategies, and establish key performance indicators regarding time, cost, quality, resources, environmental health and safety, and contractual obligations.
  • Prepare and submit comprehensive technical documentation, including written proposals and presentations, ensuring compliance with all stipulated terms and conditions.
  • Conduct presentations to clients and consultants during both pre-tender and post-tender phases.
  • Lead a team of technical professionals in strategizing operations to meet all established objectives.
  • Formulate strategies, implement value engineering, explore alternatives, and manage cost engineering along with submission requirements.
  • Design and maintain a realistic work schedule, identifying key project milestones and critical paths to ensure effective project execution.
  • Address and resolve discrepancies in drawings and specifications.
  • Interpret and manage contractual obligations and requirements.
  • Liaise with client representatives and consultants regarding technical matters, including structural, architectural, and mechanical & electrical requirements.
  • Organize and facilitate meetings with stakeholders.
  • Collaborate with various departments to achieve shared goals.

Qualifications:

  • Bachelor's degree in Building, Civil Engineering, Construction Management, or a related field.
  • At least 6 years of experience in site planning, coordination, and tendering for construction or civil engineering projects.
  • In-depth understanding of construction sequencing, project design, planning parameters, and regulatory requirements; skilled in cross-disciplinary coordination and proficient in work scheduling.
  • Capable of leading and coordinating team members by assigning tasks, resolving conflicts, establishing project milestones, assessing progress, and fostering teamwork.
  • Quick and logical thinker, able to respond decisively to challenges; proactive in addressing and resolving issues; meticulous in planning with a keen attention to detail.
  • Advocate for lean principles, focused on maximizing value and minimizing waste in processes and resource management; relies on empirical data and metrics for decision-making to enhance efficiency and productivity.
  • Strong presentation skills, knowledgeable in new technologies and digitalization.
  • Preference will be given to candidates with relevant experience in residential, commercial, industrial, healthcare, or institutional projects, and those who demonstrate creativity and innovation.
