Cyber Risk and Data Governance Expert

Ministry of Law, Singapore is seeking a Cyber Risk and Data Governance Lead to spearhead development of risk management strategies, security guidelines, and gap analyses to bolster cybersecurity and data protection across regulated entities.


Key Responsibilities:
  1. Formulate risk management strategies, frameworks, policies, and processes for MinLaw's regulatory divisions to govern cybersecurity posture of regulated sectors.
  2. Develop and maintain cybersecurity and data protection guidelines, advisories, and self-assessment checklists for regulated entities.
  3. Conduct gap analyses to identify cybersecurity and data protection risks within regulated sectors; evaluate ICT security posture and maturity levels against standards (e.g., PDPA, CSA); ensure guidelines remain current.
  4. Oversee security posture of regulated industries through on-site inspections and audits; review reports and lead remediation; maintain a Security Risk Register.
  5. Assist division management with work plans, resources, risk acceptance decisions; develop programmes to enhance cybersecurity competencies of regulatory division officers.
  6. Design and conduct incident response workshops and drills; provide guidance on handling cyber and data incidents; coordinate investigations with government agencies as needed.
  7. Develop and drive cybersecurity awareness programmes for regulated entities; lead seminars and workshops on best practices.
  8. Advise divisions on obtaining relevant cybersecurity and data protection certifications; stay updated on industry standards and certification requirements.

Requirements:
  • Professional certifications such as CISSP, CCSP, CISM, or CISA.
  • Certified Information Privacy Manager (CIPM) or equivalent.
  • Certified Information Privacy Professional/Asia (CIPP/A) or equivalent, or IMDA-accredited certifications for DPO.
  • Management experience as a DPO.
  • Expertise in ICT operations, security policies, and business processes.
  • In-depth knowledge of Singapore's Personal Data Protection Act (PDPA) and its practical application.
