We are seeking a Senior HSE Engineer to maintain and implement our Health, Safety, Environment, health, and Process safety management framework and programs on site.
- The role of the Senior HSE Engineer includes:
Hazards Identification and Risk Mitigation
Contact/implement PHA (Process Hazard Analysis) and MOC (Management of Change) reviews, PSSRs (Pre-Startup Safety review) and start-up of project modifications.
Implement equipment LOTO (Lock Out Tag Out) system for safe handing over of equipment for maintenance activities.
Coordinate equipment walkdowns and punch listing activities prior to taking over ownership from EPC contractor.
Co-ordinate for development, implementation of pre-startup planning activities and oversee commissioning & start-up activities of grassroot facilities.
Accountable for safe commissioning of newly completed project modifications into service.
Lead HSE Procedure development activities.
Act as Subject Matters Expert (SME) on matters related to safety, loss prevention, environment, occupational health, compliance, and operational excellence.
Provide safety engineering expertise in resolution of plant operations safety problems. Formulate and implement long-term strategies to improve safety operations and reduce costs.
Provide technical assistance and advice covering but not limited to safety management systems, process safety, fire prevention, quantitative risk analysis and behavioural safety to ensure minimization of losses and prevention of fires.
Review change request and ensure compliance with prevailing standards and operational safety requirements. Review waiver requests for non-compliant designs and construction and provide technical advice for satisfactory resolution.
Monitor all new or changes in HSE related regulations and legislations that may impact construction project design, construction, and future operations, especially in Environmental, PSM, and Plant Operation Safety related matters. Conduct gap analysis and ensure that the plant has programs and control in place to ensure compliance of ongoing projects.
Demonstrate commitment and compliance to HSE policy by communicating HSE information to employees, being knowledgeable of specific compliance requirements in areas of responsibilities and verifying active implementation.
Lead, organize, and participate actively in IPL plant HSE activities (e.g. HSE training, safety risk assessment review, PHA, MOC, correction of HSE hazards, unsafe conditions and at-risk behaviour in the plant).
Lead and/or participate in HSE incident/accident investigation and reporting. Ensure complete and thorough investigations and timely follow-up all required actions by respective assigned employees.
Lead project designated working groups to develop Latex plant's HSE procedures, programs and controls including measurements and results analysis. Obtain management endorsements and support from all functions.
Maintain an effective industrial hygiene and health program to monitor employee exposures to chemical and physical risks; ensure no occupational related health problems.
Share best practices and Incident investigation to Singapore IPL site team
Required Skills and Qualifications
- Minimum 5 years' relevant work experience in a chemical plant HSE (with Chemical Eng degree), or 10 years for candidates without degree qualification.
