Key Responsibilities
  • Lead end-to-end IT services supporting Singtel Enterprise customers, partnering with Enterprise Business units and accountable for Build & Run for Enterprise applications, including architecture and design.
  • Manage application support & operations, including usage, billing, bill formatting, payments, and journaling.
  • Deliver enhancements for Enterprise Charging & Billing applications.
  • Support application operations for International traffic and carrier services applications.
  • Lead, direct, and manage a team of solution designers, solution architects, and support specialists supporting billing and carrier applications for the Enterprise Business.
  • Determine and maintain the Enterprise IT architecture and roadmap, working with other Enterprise IT application pillars to adapt and keep our Enterprise systems aligned with the latest technologies.
  • Develop and direct team members, fostering commitment, team spirit, pride, and trust, while effectively communicating and socializing the agenda with senior management.
  • Consult and advise internal stakeholders, customers, and business partners, using professional knowledge, experience, and technical expertise to respond to questions and facilitate problem-solving.
  • Ensure system and applications are healthy, and enhancements/projects are delivered in accordance with Singtel IT standards, with accountability for quality, on-time, and on-budget delivery.
  • Manage strategic vendor relationships, business, IT, and provider alignment, executive ownership, and maintain alliances with recognized experts and decision-makers.
  • Design and implement controls and governance processes to manage operations, maintain commercial advantages, and minimize risks.
  • Identify and act on opportunities for continuous improvement, encouraging prudent risk-taking, exploration of alternative approaches, and organizational learning.
  • Develop and grow a high-performance culture, providing open and regular feedback on development plans with the team and performing team performance.
Requirements
  • Tertiary education in Computer Science, IT, software, or computer engineering fields or equivalent.
  • Technical and project management certification, e.g., PMP, ITIL, TOGAF.
  • Minimum 15 years of relevant IT experience, with at least 10 years of application delivery and support experience in BSS/OSS applications and Telco experience.
  • Managed delivery teams of more than 50 staff.
  • Strong experience in managing multiple business stakeholders and vendors.
  • Strong commercial background.
  • Effective at communicating and influencing at senior management and executive levels.
  • Strong understanding of industry standards.
  • Experience in delivery in a complex and high-pressure environment.
  • Strong customer focus with a commitment to delivery of quality services.
  • Strong financial and vendor management experience with a successful track record of driving to an outcome.
  • Knowledge of telecommunication systems, technical and engineering concepts, as well as business operations and processes.
  • Ability to keep abreast of new technologies with a view of implementing them to increase productivity and efficiency of the organization.
  • Demonstrable background in the design, implementation, measurement, and tracking of operational key performance indicators.
  • Detailed understanding of the end-to-end software lifecycle, operational, and support procedures and processes.
  • Proven track record of conceptual/strategic thinking ability.
  • Possess excellent communication, collaboration, presenting, and influencing skills, particularly in liaison with internal & external service providers and senior leadership.
  • Display leadership in action – self-directed and motivated; able to influence team to achieve project milestones.
